Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 4th October 2022 at Moulton Chapel Community Centre.

 

 Present: Parish Cllrs. Wakefield (cover for Chairman), Benton, Henderson, Sanderson, Hahn, Ingham, Sneath, Tibbs and Clerk.

One member of the public, One member of the Press and District Cllr. Casson

 

1)Chairman’s Welcome

Cllr. Wakefield welcomed everyone, on behalf of the Chairman, to the meeting.  He also let everyone know that Cllr. Woolf (Chairman) wanted to thank everyone for the help and attendance at the recently held Autumn litter pick in all 3 villages.

 

 2)  Public Forum:

A member of the public raised his concerns about the number of lorries in and out of the village and the number of loads of aggregate that were being tipped onto the new Chapel Gate housing development. He was also very concerned over the height of the new properties.  He was very aware that existing properties would be overlooked and this development was out of keeping with the local environment. He had hoped to put his questions to a representative from Allison Homes, but they did not send anyone to attend the meeting. Cllr. Casson said everyone should keep complaining and send in letters of complaint to the Planning Department to get the work stopped.

5) To Consider Notes of meeting held 06/09/2022

It was proposed by Cllr. Hahn, seconded by Cllr. Henderson and agreed by all of the attending councillors that they could be signed off by Cllr. Wakefield.

7) Cemetery, Church Yard and Allotments

A. Cemetery

Two quotes had been received for the treatment of the Chafer Grubs

PPM - £250        Greenthumb - £700 per application

It was decided that the situation would be monitored until Spring.

Two requests had been received to have benches put into the cemetery.

A member of the public takes a camping chair each week to enable him to sit and have lunch whilst spending time with his late wife, he has asked the Groundsman if he would be allowed to purchase a bench for the cemetery to put in place permanently. Clerk has been to take pictures of the area and the Marriott Bros have said one could easily be placed in a small area where flowers had been as shown in the pictures.

The second request is to go at the edge of section G next to a new grave. This would be on the opposite side of the tree to where a bench has already been placed as shown in the pictures.

Both requests were approved on condition that the members of the public cover all costs of the benches and having them put in place.

C. Allotments.  

Allotment GA/006 tenancy will change on 10th October, after notice was received from the current tenant. The offer of the new tenancy was accepted by the Moulton resident at the top of the waiting list.

The Clerk has sent a letter to tenant of GA/001 due to the allotment not being in a good state. A letter was also sent last year for the same reason.

 

 

8) Police Matters:

Our new point of contact is now Fylippa Bennett Police Community Support Officer. Clerk has let her know that the Parish Council believe her priorities should be traffic calming in all 3 villages.

Clerk has now received information on the PopUp Bob but as it can only be used on roads with a 20mph limit the PC would not be able to utilise it.

Quotes have been received for the flashing Radar speed sign ranging from approx. £1500 - £2000.

SID update has been forwarded.

 

 

9) Highways

MG/LTG/0817 – Street light replacement works – Moulton & Whaplode (minor residential areas) – commencement date Dec 2022 – Jan 2023 for approx. 6 weeks – by LCC Highways

TTRO/TTR001784 – Temp traffic restriction Moulton Marsh / Holbeach St Marks – road closure – Middle Marsh Road - -03/10/2022 – 04/10/2022 – for ducting & cabling

 

UPDATES

Woodgate Moulton Chapel nr. Plough Pub – requires detailed investigation. – after recent rain work is now in progress.

Junction A151 / Fold Lane – Site has been assessed and does not need urgent action- no further action unless significantly deteriorates. – Hedges have recently been trimmed

Broad Lane / Cobgate Junction – not taking immediate enforcement action but will continue to monitor and review the site – Cllr. Casson has done a site visit and Due to Birds nesting season nothing can be done until September – now October update?

Moulton Village Green – following the recent rain – action is now in progress

Quotes have been received for both a battery and solar SID unit. The one we have at the moment is a battery powered Unipart Dorman.

A new monitoring survey is to be installed on the Common Road MSE and also in MC at the same time.

The grant of £1202.00 to SHVCS has been returned due to the sudden death of Cllr. Newton as she was their main signatory and the account has been frozen. We have been asked to send a cheque instead.

Clerk has been chasing the contribution to Urban Safety grass cutting payment

Clerk is to order 3 poppy wreaths from RBL ( one for each village)

 

Comparison quotes have also been received for a new defibrillator, with and without a grant

With grant £1225.00 + VAT & installation (lithium battery to be changed at 5 years at cost of £200 – pads after each use or 3 years at cost of £45

Without grant £1415 + VAT & installation (cheaper pads & batteries – 5 years between changes

                           £1170.00 +VAT & installation (more expensive pads & batteries)

Prices include cabinets

Cllr. Wakefield asked if he could have a proposal to accept the above figures. Cllr Henderson proposed they should and this was seconded by Cllr. 12) Moulton Village Ward:

There was no update on Moulton Play Park as Cllr. Kirk was not able to attend.

There had been a successful Autumn litter pick

 

 

13)Moulton Seas End Ward:

The documents for the transfer of ownership of the War Memorial have now been registered

 A group of Parish councillors recently met at MSE play park to discuss the recent ROSPA inspection to see what repairs etc need doing. Clerk has emailed Wicksteed for prices of replacement swings  and what floor covering  can be safely used beneath the play items. She was also told that the wooden equipment only had a 5year guarantee. Clerk has collected items from Marriott bros. which were left from 2021 repairs. Cllrs. Wright & Sneath have offered to carry out any work that needs doing.

D&G Engineering are getting a quote for a new fastener for gate

A request to consider a funding donation of £300 had been received from the newly established 3D Youth Club Moulton Seas End, to help with the set up and running costs. This will be decided once the village budget figures have been looked at.

The Autumn litter pick had been held and Cllr Sneath asked if some bag hoops could be purchased before the next litter pick, to make it easier to hold the bags and get the rubbish into them.

 

14) Moulton Chapel Ward:

Wayne Green Site Manager for Allison Homes intended to attend all Parish meetings to be able to answer any questions, but did not attend the October meeting

As the PC is entering a float in the Spalding Flower Parade, the Parish Council have been asked to enter the Moulton Chapel Flower Festival, which is to be held the weekend before, with the same float.

15)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out

Request for flashing speed sign on Broad Lane near Lowther Ave

Quotes for new SID units and flashing speed sign have been received:

Battery - £2000.00 each – can attach to lamp posts or other street furniture

Solar - £2000.00/£2500.00 plus £300 per fixed post

 

16) Correspondence

17) Items asked to be included on Agenda during last meeting

Review of Standing Orders and Code of Conduct – copies have been emailed to all councillors. Cllr Cooper is still reviewing them and has confirmed nothing is missing but some points could now be removed as no longer relevant to the PC.

The next Parish Meeting will be on Tuesday 1st November 2022 at 7pm at Moulton Seas End Village Hall
