Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 5th April 2022 at Moulton Seas End Village Hall.

 

 Present: Cllrs. Cooper (Vice Chairman), Henderson, Wakefield, Hahn, Wright, Benton, Parker, Sanderson and Clerk.

1)Chairman’s Welcome

The Vice Chairman welcomed everyone to the meeting. During his welcome he thanked everyone who took part in the Villages Spring Litter Pick.

 

 2)  Public Forum:

Cllr. Casson asked if there were any questions for him. Cllr. Parker asked for an update on Moulton Park. The clerk confirmed that Influence the Company working on behalf of the Parish Council were due to begin work week commencing 4th April 2022. Cllr. Parker asked if the clerk could ask them for weekly updates including accumulative costs. This was supported by Cllr. Henderson.

 

3) Apologies for Absence

 Cllrs. Woolf, Tibbs & Kirk which were accepted by all

 

4) Declarations of interest

Cllr. Henderson declared his interest in Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee. Cllrs. Cooper & Parker declared interest in the MSE Jubilee Committee.

 

5) To Consider Notes of meeting held 01/03/2022

It was unanimously agreed by all of the attending councillors, proposed by Cllr. Hahn, seconded by Cllr. Wright, that they could be signed off by the Vice Chairman.

 

6) To Consider any matters arising from the minutes that are not covered by the agenda

Cllr. Wakefield resigned as a Parish Councillor for Moulton and was co-opted to become a Moulton Chapel councillor to fill the vacancy caused by the resignation of Cllr. Poll.

 

7) Cemetery, Church Yard and Allotments

A. Cemetery

Cemetery deeds have been returned to the Solicitors.

Marriott Bros had asked for a meeting at the cemetery to discuss the opening of next area and where the remembrance garden should be placed. After discussion it was agreed to continue the area that runs adjacent to Shivean gate with a strip between the old and new area’s being left for the next Remembrance (ashes) area. This was proposed by Cllr. Cooper and seconded by Cllr. Wright.

Rent letters had already been posted out.

It was suggested to hold a rent review at the next meeting.

 

8) Police Matters:

No updates received as we now have to look on line for them, but all relevant information/ problems are emailed to PCSO Emma Cinavas.

Clerk to request police camera van to visit MC & MSE

 

9) Highways

We have had a request from a member of the public to have a speed camera or speed bumps put in place due to speeding traffic on the Common Road, Moulton Seas End. This has been forwarded to the local Police.

Temporary traffic regulation order – Road Closure -Wood Gate Road, Roman Road, Fengate Road – 01/05/2022 – 01/05/2022 13.00 – 17.00hrs – Tuliptime Parade

Temporary traffic restriction – Roman Bank MSE – 19/04/2022 – 21/04/2022 – new water connection

 

Updates

Middle Marsh Road – contact has been made with LCC and the police, but they have said they can do nothing as all vehicles are road legal. Police are looking into taking action for cars being parked without lights.

Over grown bushes obstructing view at junction of Fold Lane / A151 – LCC are taking appropriate enforcement action.

Large ruts in road near cemetery gates – being investigated

Broken & missing chevrons – action scheduled

Year end Figures complete ready for Agar

Internal auditor booked for April 26th so everything can hopefully be signed off by the chairman at the May meeting.

The Vice Chairman asked if all agreed with these figures. Cllr. Wakefield proposed and Cllr. 12) Moulton Village Ward:

Play Park - Influence due to start work 4th April

Planning permission was submitted for the jubilee beacon

Clerk was asked to order more dog poo bags.

 

13)Moulton Seas End Ward:

The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry Office.  Cllr Cooper had a non - official meeting with the builders to look at the plan and it was suggested to cut back, the back edge of bushes and put in a kerb to form a solid boundary line.

Marriott Bros have tried to adjust the gate at the play park after getting special tool from Wicksteed but still can’t adjust it and so is always open by 3- 4 inches. Child minders are using the park more frequently now the weather is improving and trying to keep it closed with bungy straps or pushchairs, but have had one incident of a child almost getting out.  The clerk was asked to get a quote for someone to weld a bracket to hold gate in place and Cllr. Wright also offered to look at it.

A Request for jubilee funds from MSE Jubilee Committee – Bouncy castles & assault course £420 / Line dancing event £375 had been received. After discussion the clerk was asked to transfer the £1000 from the Jubilee fund, where £1000 had been allowed per village when setting the new budget at the beginning of the year. It was also stated that any monies not used for the Jubilee should be returned to the Parish Council. This was proposed by Cllr. Henderson and seconded by Cllr. Benton.

14) Moulton Chapel Ward:

Request for jubilee funds by MCCYC for Jubilee celebration to include face painting, bouncy castle and lunch plus other things still to be arranged – clerk was asked to transfer the full £1000 from the Jubilee Fund, but stated that if not all used for the jubilee, any remaining monies should be returned to the Parish Council. This was proposed by Cllr. Henderson and seconded by Cllr. Benton.

Defibrillator status checked and updated on the Circuit

Spring litter pick was held 2nd April

 

15)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out

Information shows speeds of 60,70 & 80 mph entering Fengate Rd MC with average speed 40 mph – clerk to request police camera van.

 

16) Correspondence

The copy deadline for the Village Voice is 5th May 2022.

 

17) Items asked to be included on Agenda during last meeting

Review of Standing Orders and Code of Conduct – It was thought that the section related to Holdings, that had been returned back to the Crown could be deleted, once all councillors had time to look at it. Cllr. Cooper was also going to check the website.

18) Councillors’ minor reports and items for next Agenda.

Continued obstruction of right of access to the playing field – clerk was asked to send a letter about this.

 

19) Date and Time of next meeting.

The next Parish Meeting will be on Tuesday 3rd May 2022 at 7pm at Moulton Community Centre.

 

20) To resolve whether to move into closed session and exclude public, press and police.

It was proposed by Cllr. Cooper and seconded by Cllr. Hahn to go into Closed Session under

Schedule 12A of the Local Govt Act 1972

Information relating to the financial or business affairs of any particular person (other than authority)

To discuss the clerks back pay (LALC pay increase)

Clerks Pay increase in line with LALC to be back dated to 1st April 2021

This was accepted and proposed by Cllr. Hahn and seconded by Cllr. Benton

 

The Vice Chairman thanked everyone for attending and closed the meeting at 7.48pm
