Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 1st February 2022 at Moulton Community Centre.

 

 Present: Cllrs. Woolf (Chairman), Cooper, Henderson, Wakefield, Tibbs, Kirk, Hahn, Wright, Benton, Parker, Sanderson, Casson, Gibson, Clerk.

Five members of the public. One member of the Press.

 

1)Chairman’s Welcome

The Chairman welcomed everyone to the meeting. During his welcome he asked to declare his interest as both a Parish and District Councillor, but when acting as Chairman to the PC and discussing anything including the proposed Play Park he can speak and act purely as a Parish Councillor.

The Chairman advised everyone that the meeting would be audio recorded by a member of the public.

The Chairman also declared his interest in the Moulton Mill 200 Year Anniversary& Queens Platinum Jubilee Celebration Committee, and informed everyone of hopes for a four day event for the Village. Raffle tickets and quiz sheets were already on sale in the village to help raise funds to pay for the event.

He also reminded everyone of the next Litter Pick that will take place Saturday 5th March starting at 10am in all three Villages.

 

 2)  Public Forum:

The Recent survey to find out public opinion on the proposed Moulton Play Park had sparked a lot of interest on social media. This resulted in one member of the public having a list of questions on behalf of parishioner’s that were unable to attend.  

Questions relating to the Play Park were answered by the Chairman, whilst questions relating to Moulton Park were answered by Cllr. Casson (District Councillor).

The results of the survey were:

847 surveys went out with 288 returned (34%)

275 voted for a park in the village (95.5%) 13 voted against a park (4.5%)

245 voted for a park in Moulton Park (85.1%) 40 voted against (13.9%) 3 did not answer (1.0%)

A member of the public also reported a problem with a street light in Westmoreland Ave. but said he would report it himself on Fix My Street.

The Public Forum session ended at 7.40pm. This was also the time that the audio recording was ended.

4) Declarations of interest

Cllr. Henderson declared his interest in Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee.

 

5) To Consider Notes of meeting held 11/01/2022

It was unanimously agreed by all of the attending councillors, proposed by Cllr. Hahn, seconded by Cllr. Wakefield, that they could be signed off by the Chairman.

7) Cemetery, Church Yard and Allotments

 

A. Cemetery

A local Stonemason has looked at the broken headstone and has offered to do the repair FOC. Ref. Florence May Wood – May 1970 & James Thomas Wood – 1982. The Chairman asked the clerk to send a letter of thanks and appreciation from the PC.

The Rev. Alistair Ward is looking into how we get the next section of the cemetery consecrated ready for opening.

8) Police Matters:

The clerk had asked if a representative from the Police could attend the February meeting and received a reply from Sgt. Langham stating that due to lack of resources no one would be available.  An update had been received that stated speeding is a priority and that they are working on educating drivers to influence a change in behaviour, but will also use enforcement when appropriate. They have asked if we know of any specific vehicles or trouble hot spots to let them have the information. It was pointed out they already receive the SID report every month which would highlight speeding problems.

 

9) Highways

Temporary Traffic Restriction - Seas End Road (Village Hall area) – 31/01/2022 – 04/02/2022 – New inspection chamber.

Temporary traffic Restriction – Church Lane Moulton – 14 /02/2022 – 16/02/2022 – AWA new connection

Temporary Traffic Restriction – Church Lane Moulton – 22/02/2022 – 28/02/2022 – Electricity Network Maintenance

Cllr. Wakefield asked that a problem with vehicles being parked on the side of Middle Marsh Road MSE be reported as he knew of a beet harvester and at least one lorry that had not physically been able to use the road as they feared they would slip into the dyke on the other side of the road.

At this point the Chairman suspended Standing Orders to allow Cllr. Casson to update on this problem as SHDC Enforcement Officers and the Police were already involved in trying to solve the matter. After Standing Orders were reinstated it was suggested the clerk should contact the police to give them this information.

Cllr. Tibbs wanted to bring to the chairman’s attention about the problem of overgrown Bushes at the junction of Fold Lane and the A151. Obstructing the view from the Whaplode direction. The clerk was asked to send a letter to the owner of the property and report on Fix My Street.

 

Updates

Hedge on junction of Oxcroft Bank, Dawsgate & Randalls Bank – After a site visit it was decided on no further action

Very large Pot Holes at junction of Long Lane & Austendyke Rd – this is now under investigation.

Crumbling repairs at junction West Cobgate& Station Rd – on inspection the area was still intact so no further action. The Chairman asked if Cllr. Gibson could also report this.

Crumbling / falling wall at Moulton Medical Centre – They are in talks with the insurance company to get it repaired.

The cost of Highway Verge Grass cutting for 2022 season is £1832.18. This needs to be agreed before any grass cutting can take place. There are no changes to areas  to be included.        

The Chairman asked for a show of hands to show acceptance of the above figures and It was proposed by Cllr. Parker and seconded by Cllr. Wakefield to accept the above figures.

 

Planning Consultations

High Street Moulton – conversion & extension to swimming pool enclosure to form yoga studio for mother & babies to allow amendments – comments made

 

Decided Applications

3rd- 9th January 2022 – None

10th-16th January 2022 – 2 Seas End Rd MSE – erection of boundary fence – Approved

 10th-16th January 2022 - Ashgrove Farm Austendyke Rd – proposed 2 bay extension to agricultural building – Approved.

17th-23rd January 2022 – 2 Seas End Rd MSE – Proposed 4 bed house & garage – Approved

24th-30th January 2022 – Eugate Road MC – Demolition of agricultural building / erection of detached dwelling – Approved.

12) Moulton Village Ward:

There has already been interest in the Jubilee fund

Draft Plans are well underway for the Jubilee weekend, with sponsorship and fundraising ideas already started to hopefully provide four days of events.

Cllr Henderson reported a problem of an overgrown hedge at the Broad Lane / West Cobgate junction and offered to visit the owner of the property to discuss this.

13)Moulton Seas End Ward:

MSE Village Hall received a grant of £200 from the Ward budget

The MSE Ward Recreation Trust received a grant of £300 from the Ward budget

The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry Office. The deeds will be kept at Roythornes Solicitors for no additional cost. Cllr. Cooper is looking into a boundary query and requested a map of the area and a meeting to discuss this.

The Marriott Bros. have looked at the safety matting in the Play Park and have decided that they will not be able to lift / change it. Cllr. Wright asked if he was to remove the old matting would they be able to lay the replacement. The Clerk was asked to speak to the Marriott Bros. about this.

Cllr. Wright asked if there was an update on the hedge and greenery plans suggested by a member of the public as a project last year for MSE playing field. When the Chairman replied it was unlikely to be going ahead he asked if it could be put on next months agenda to be discussed.

14)Moulton Chapel Ward:

The Marriott Bros have repaired the damaged notice board once again and put on a new lock.

A member of the public is asking if we can let them know who they should contact about the closed play park in St James Way as they have not been able to find a contact after researching the development Agency. The Chairman once again suspended Standing Orders to allow Cllr. Casson to speak. He offered to look into this and report back to the clerk. After this Standing Orders were Reinstated.

The PC have had an email from a member of the public about speeding drivers through the village all information has been forwarded to the local police

The MC Primary School have received a £600 grant towards the cost of attending the final of the Lego League

The PC have already had interest in the Jubilee Fund

The PC had received the resignation from Cllr. Poll. After being a parish councillor for decades the Chairman said he would be sadly missed and asked the clerk to send a card thanking him for all his hard work over the years. The clerk had been in touch with election team to ask if Cllr. Wakefield who lives Moulton Chapel could fill this vacancy leaving a vacancy for a Moulton Parish Councillor and about advertising the vacancy.

The clerk was asked to contact Highways about the sign post (Cowbit /Moulton Chapel) that is laying on the floor at the end of Fengate.

15)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out. The highest speed recorded on Station Road was 70mph but the average was 33/34mph.

 

16) Correspondence

The copy deadline for the Village Voice was 3rd  February 2022.
