Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 11th January 2022 at Moulton Seas End Village Hall.
Present: Cllrs. Woolf (Chairman), Cooper, Henderson, Wakefield, Tibbs, Kirk, Hahn, Wright, Benton, Parker, Sanderson, Casson, Clerk.
Cllr. Poll was late.
One member of the public. One member of the Press.
1)Chairman’s Welcome
The Chairman welcomed everyone to the meeting.
2) Public Forum:
Cllr. Wakefield thanked members of the council for his Get Well card.
A member of the public thanked the Chairman for his prompt reply and explanation on using Clause 8 of part 1 of the Schedule 12A of the Local Government Act 1972 at the previous meeting.

5) To Consider Notes of meeting held 07/12/2021
It was agreed by all of the attending councillors, proposed by Cllr. Hahn, seconded by Cllr. Parker, that they could be signed off by the Chairman.

7) Cemetery, Church Yard and Allotments
A. Cemetery
Broken headstone with the names Florence May Wood – May 1970 & James Thomas Wood – 1982. After Information was given to local press a member of the public came forward to say that Mr wood had a brother Charlie who has also passed away, but had no family of their own to contact. The clerk was asked to obtain quotes so the council can consider covering the cost of repair,
The Marriott Bros. have asked if the PC can confirm where the next sections of Remembrance gardens and Burial plots will be in the cemetery. Clerk has found a map of the cemetery and after speaking to the Deanery Office was asked to contact the Rev. Alistair Ward about having the new section consecrated.

C. Allotments.
It has been suggested that the PC may own land in Clapton Gate, the clerk has been in contact with Roythornes Solicitors to ask for any deeds/ documentation. Boundary maps have been emailed over.
8) Police Matters:
Sgt. Langham is the new local Neighbourhood Policing Sergeant and would like to hear of any areas that may require attention. We should still have regular contact with the local PCSO.
The clerk was asked to contact the local Police to see if a representative would be able to attend our February meeting.
9) Highways
Temporary Restriction Goddams Lane – 17/01/2022 – 21/01/2022 – patching works – LCC
Temporary Restrictions Seas End Road MSE – 31/01/2022 – 04/02/2022 – New inspection chamber – LCC
Cllr. Sanderson asked if the clerk could report a dangerous junction between Oxcroft Bank, Dawsgate and Randalls Bank, where he recently witnessed an accident.
The junction between Long Lane and Austendyke Road was asked to be reported due to very large pot holes and the road breaking up.
The junction of West Cobgate and Station Road on Moulton was also asked to be reported due to the recent repairs being broken up and shredding.

It was proposed by Cllr. Henderson and seconded by Cllr. Parker to accept the above figures.
The Budget meeting was held 06/01/2022 it was suggested to freeze the precept at £43,035.00.
During the Budget meeting it was suggested to replace the three defibrillators as and when needed. It was also suggested that a £3000 Jubilee Fund should be made available. £1000 to be made available for each village to use towards celebrations of the Queens Platinum Jubilee Weekend. This will need to be applied for and any monies not used will remain with the council. Cllr. Woolf proposed agreeing the budget for 2022/23 this was seconded by Cllr. Henderson.

Spalding Gate High Road-change of use from Agriculture to amenity area including static caravan for overnight stay – Full – objection and comments submitted

From 1st January 2022 Moulton Community Centre have a new temp booking secretary as due to Covid they are having problems getting volunteers, which may lead to the cease of the local Brownies and Guides in the village.
The Date of the next litter pick will be Saturday 5th March 2022 10am – 12 noon.
It was noted that the wall outside the doctors is damaged and falling down. The clerk was asked to contact them about this.
It was also reported that dog fouling had once again become a problem.
13)Moulton Seas End Ward:
MSE Village Hall has asked if the PC could make a grant from the Ward precept to help towards the cost of the VAT (£508) on the replacement windows. The MSE Ward Recreation Trust has also asked if they could receive a grant from the Ward precept to cover the cost of the VAT of £1326.17 from the purchase of their new lawnmower& attachments last August. It was agreed that that they should share £500 from the Ward Budget. £200 for the Village Hall and £300 for the Recreation Trust.
The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry Office. The deeds will be kept at Roythornes Solicitors for no additional cost. – It was confirmed the PC required names and position held on all documents before signing.

14)Moulton Chapel Ward:
The PC have received an email from a member of the public about speeding drivers through the village and has asked for traffic calming to be put in place. The clerk was asked to report this.
The MC Primary School have once again reached the final of the Lego League and have asked if it is possible for a small donation as in previous years (2018/2020) when they also achieved this. The Parish Council offered their congratulations and wished them well in the Final. They also agreed to donate £500 from the Moulton Chapel Ward budget and £100 from the Moulton Ward budget.
It was reported that empty cans etc and dog mess were being found in the play area and was asked if a dog ban suggestion could be put forward to the MCCC.

Review Of Standing Orders and Code of Conduct. Cllr. Cooper is currently going through them and asked they be put onto the next Agenda.

Date of next Parish Meeting will be on Tuesday 1st February 2022 at 7pm at Moulton Community Centre.
20) To resolve whether to move into closed session and exclude public, press and police.
It was resolved under the schedule 12A of the local Govt Act. 1972 Exemption no.8 at 8.04pm to go into closed session to discuss ongoing negotiations with SHDC about Moulton Park. This was proposed by Cllr. Wright and seconded by Cllr. Henderson
During the closed session it was proposed by Cllr Woolf and seconded by Cllr. Henderson that public survey should be printed and distributed by councillors themselves to see what public support there is for a Play Park in Moulton.
The Chairman closed the meeting at 8.25pm
