 Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 5TH July 2022 at Moulton Seas End Village Hall.

 

 Present: Parish Cllrs. Woolf (Chairman), Cooper, Hahn, Wright, Benton, Kirk, Henderson, Sanderson, Ingham, Sneath and Clerk.

1)Chairman’s Welcome

The Chairman welcomed everyone to the meeting.

 

 2)  Public Forum:

Cllr. Casson wanted it to be known that the plans for the proposed Moulton Play Park had been refused by the Asset committee as they were not the correct shape to fit into the one acre offered by SHDC. The Chairman confirmed that the shape would be changed to rectangular as SHDC requested.

 

3) Apologies for Absence

 Cllr. Wakefield which was accepted by all.

Cllr Tibbs arrived late at 7.38pm.

 

4) Declarations of interest

Cllr. Woolf declared his interest as a District Councillor and in Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee.

 

5) To Consider Notes of meeting held 07/06/2022

It was proposed by Cllr. Hahn, seconded by Cllr. Ingham and agreed by all of the attending councillors that they could be signed off by Chairman.

 

6) To Consider any matters arising from the minutes that are not covered by the agenda

Following the advertising of the Parish vacancy for Moulton, The Parish Council had received two applications asking to be considered for the post. After hearing from both applicant’s the Parish Councillors held a secret paper vote. The winner was declared to be Thomas Sneath.

8) Police Matters:

SID update sent to PCSO

Email sent to Road Safety Partnership re speed camera vans visiting villages at peak times and also about visibility at junctions.

 

9) Highways

Temporary Traffic Regulation Order Moulton Chapel TTR001271

08/08/27/08/2022 – Roman Road, road closure – sewer connection & new road junction – The Parish Councillors were concerned about this closure as it would be during the busy harvest time and there was no safe alternative route due to the size and number of heavy agricultural vehicles. Cllr. Gibson was asked to contact LCC Highways to request traffic lights instead of a complete road closure.

27/06/2022 – 01/07/2022 – Emergency Road closure – East Cobgate – collapsed drain – Cllr Gibson was aware of this repair and had been informed that this was probably the problem in West Cobgate and on the Village Green. The problem was caused by root damage.

UPDATES

Woodgate Moulton Chapel nr. Plough Pub – requires detailed investigation – specialist drainage engineer now looking into the whole of the area- will let us know the conclusion in due course.

Flooding surrounding village green Moulton – Action is scheduled

Junction A151 / Fold Lane –  Site has been assessed and does not need urgent action-  no further action unless significantly deteriorates. – Cllr. Gibson was asked to make contact with LCC Highways Dept.

Broad Lane / Cobgate Junction – not taking immediate enforcement action but will continue to monitor and review the site. - Cllr. Gibson was asked to make LCC Highways Dept aware of the very dangerous issue. Cllr. Casson also offered to go look at the area.

 

A Letter from a member of the public requesting LCC carry out a speed survey along Fengate MC and also select a site for the CSW to use their speed guns – Clerk was asked to contact the Lincolnshire Road Safety Partnership and the local Police about the problem. These is already an area for the CSW team to use, but more volunteers are needed to be able to go out more regularly. The clerk was asked to contact the member of the public to ask if they were willing to volunteer and that all training is FOC

The Latest incident was Monday morning, with a car being over taken whilst a cyclist and van coming towards them, the cyclist had a lucky escape. The clerk was asked to pass on the local press contact details to enable them to raise awareness in the local paper.

Peloton Produce Ltd West Cobgate – Full - change of use from agricultural to commercial including cold store extension – comments entered – Councillors were worried about the extra vehicle movement this would bring.

12) Moulton Village Ward:

Play Park – Following the refusal of the proposed plans by SHDC Asset Committee, Cllr Kirk offered to take on the role, because of his experience in this area, to push ahead with both SHDC and Influence to get a play area for Moulton. He would report and keep the other councillors informed on a regular basis. Cllr. Cooper proposed a motion to accept this offer and this was seconded by Cllr. Henderson and agreed by all.

The PC has received a letter of thanks from the Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee.

Cllr Kirk offered to make a scarecrow for the Moulton Scarecrow and garden crawl weekend 16th/17th July 2022. This is to be placed near the notice board on the village green.

The Parish Council have been invited to enter a float in next year’s Spalding Flower Parade, all the councillors thought this was a good idea in principle.

A member of the public living in Hatt Close, backing onto Shivean Gate have a strip of land between their back fence and road. On it there are a couple of trees. Who is responsibility are they?  and if theirs could they take them down if they wanted to.

Clerk had suggested looking at their title deeds, but they said quality is blury and line is unclear, so looking for clarity.  The clerk was asked to advise them to contact LCC Highways Dept.

13)Moulton Seas End Ward:

The signed documents for the transfer of ownership of the War Memorial have been returned and the PC are waiting for the return of relevant documents.

Clerk has contacted G & D engineering to make sure play park gate will be sorted before the ROSPA inspection in August.

14) Moulton Chapel Ward:

The site Manager for the Allison homes development in MC has asked to introduce himself and is looking forward to attending PC meeting – A list of future dates have been sent for his attention.

15)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out

There had been a request for a SID to be placed in Broad Lane near Lowther Avenue. Cllr Tibbs said he would look to see what area was suitable and within regulations, as it could not be too close to the 60MPH sign and a pole would be needed to attach a bracket.

This would mean the PC would have 10 sites and only one SID. The clerk was asked to contact the LRSP to ask for types and prices of a new unit.

 

 

16) Correspondence

Copy deadline for Village Voice was 7th July 2022

The Pc had received an invitation to the LIVES Supporter Day at Lincolnshire Showground 19th July 12.30 -3pm.

Next years future meeting dates have been booked and the list of dates have been sent out to all councillors.

 

17) Items asked to be included on Agenda during last meeting

Review of Standing Orders and Code of Conduct – copies have been emailed to all councillors. Cllr Cooper is still reviewing them and has confirmed nothing is missing but some points could now be removed as no longer relevant to the PC.

19) Date and Time of next meeting.

The next Parish Meeting will be on Tuesday 6th September 2022 at 7pm at Moulton Community Centre.
