Minutes of the Annual Parish Meeting of The Moulton’s Parish Council held on Tuesday 7th June 2022 at Moulton Chapel Community Centre.

 

 Present: Parish Cllrs. Woolf (Chairman), Cooper, Hahn, Wright, Tibbs, Benton, Wakefield, Sanderson, Ingham and Clerk.

1)Chairman’s Welcome

The Chairman welcomed everyone to the meeting. During his welcome he reminded everyone how he had reflected on the previous year at last months meeting. He only wanted to add how well the last few days of the Queens Platinum Jubilee weekend had gone and had been very well supported, beyond all expectations in all three villages. He wanted to thank everyone that had helped in anyway to make the events so successful, but especially Steven Adcock, whose time and effort really made things happen.

The Chairman also announced that the Parish Council had received the first official plans of the proposed Moulton Play Park and looked quite impressive, but would be discussed later on in the meeting.

 

 2)  Public Forum:

Cllr. Casson wanted it to be known that he was getting fed up with all the meetings re the play park and disputed things that he had read in the paper and that he believed the Parish Council were holding things up. Cllr Woolf (Chairman) pointed out that because the Parish Council had so many boxes to tick to carry out all the stipulations and followed all the guidelines made by the District Council including a village survey to see if the public wanted a park, this is what had taken the time.

A member of the public pointed out that the village have been trying to get a play park for the last 40 years and have been very disappointed over the last 6 years since the District Council purchased Moulton Park.

It was agreed that hopefully by the end of this meeting, the plans could go to the next District Councils Asset meeting and that everyone could work together.

 

3) Apologies for Absence

 Cllrs. Kirk & Henderson which were accepted by all.

 

 

4) Declarations of interest

Cllrs.  Woolf & Henderson declared their interest in Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee. Cllrs. Cooper & Wright declared interest in the MSE Jubilee Committee.

 

5) To Consider Notes of meeting held 03/05/2022

It was proposed by Cllr. Cooper, seconded by Cllr. Wright and agreed by all of the attending councillors that they could be signed off by Chairman.

 

6) To Consider any matters arising from the minutes that are not covered by the agenda

The Clerk had advertised both Parish vacancies for Moulton and MSE

Vernon Ingham asked to be considered for one of the vacancies. Cllr Woolf proposed that he should be accepted and this was seconded by Cllr. Sanderson. After being co-opted the chairman welcomed Cllr. Ingham.

Rent review. Cllr Wakefield asked if the clerk could confirm the size of the areas being rented to calculate the value.

 

8) Police Matters:

PCSO Emma Cinavas had been on holiday but had contacted Cllr. Wright with reference to CSW. He was going to hopefully find some suitable times and dates, but still needed more volunteers to come forward to make this possible,

 

9) Highways

Temporary Traffic Regulation order – Middle Marsh Road – 20/06/2022 – 22/06/2022 - AWA

Another complaint was received about the overgrown hedges at a property on the junction of Broad Lane/ Cobgate which were very dangerous for children coming and going round the corner to school. Letters have previously been sent by the Parish Council, but it was thought stronger wording was now required.

Complaints were received following the recent heavy rain of flooding on and around the green including West Cobgate, Broad Lane and Church Lane.  Cllr Gibson said there was an issue in the village generally which he believed to be due to a collapsed drain, but would keep us updated.

There was also a problem with flooding in Moulton Chapel on Woodgate Road. Cllr. Pepper had met Highways there a few months ago for the same problem and said he would get back onto them. He also stated it is very important that members of the public keep reporting these problems on Fix My Street.

The clerk was also asked to report both problems.

 

Updates

Middle Marsh Road – still observing if continued improvement

Westmoreland Road – No further action re drop kerbs as drop kerbs are accessible on the footway at the entrance to Westmoreland Rd and at entrance to residential driveways.

Over grown bushes obstructing view at junction of Fold Lane / A151 – LCC are taking appropriate enforcement action. Cllr. Gibson is to contact the Highways Manager.

Large ruts in road near cemetery gates – Fixed

Broken & missing chevrons – Now fixed

12) Moulton Village Ward:

Play Park – Even though there are still lots of questions to be asked and costings to make It was agreed to accept the first play park masterplan and get the clerk to send it to SHDC to be included in their next asset meeting, which will hopefully be the first step towards obtaining planning permission.

The PC have been asked by the MCA to take part in the Scarecrow and garden crawl weekend 16th/17th July 2022

The flag pole had been painted ready for the recent Jubilee weekend

The beacon is now in its permanent position at Tinkers Cross at the junction of West Cobgate and Broad Lane Moulton.

The village had a very successful Jubilee weekend with a full 4 days of events

 

 

13)Moulton Seas End Ward:

The documents for the transfer of ownership of the War Memorial were signed by Cllr. Cooper

A local company G & D engineering have looked at the play park gate and have said they will be able to sort it.

The Village had a very successful Jubilee weekend, with all 4 days of events very well attended.

 

 

14) Moulton Chapel Ward:

The site Manager for the Allison homes development in MC has asked to introduce himself and is looking forward to attending PC meeting

MC Jubilee committee asked to thank the PC for their fantastic donation towards the Platinum Jubilee event, which was very well attended despite the bad weather on the Sunday.

 

 

15)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out

Very high speeds are still being registered from Moulton Seas End up to 65/70mph entering and exiting the village

 

 

16) Correspondence

Copy deadline for Village Voice was 9th June 2022

 

 

17) Items asked to be included on Agenda during last meeting

Review of Standing Orders and Code of Conduct – copies have been emailed to all councillors. And Cllr Cooper is still reviewing them

Review of Allotment rents – Cllr Wakefield looking at this with the clerk

Appointment of representative for MCYCC – Cllr. Benton accepted this role.

19) Date and Time of next meeting.

The next Parish Meeting will be on Tuesday 5th July 2022 at 7pm at Moulton Seas End Village Hall.
