 Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 1st November 2022 at Moulton Seas End Village Hall.

 

 Present: Parish Cllrs. Woolf, Cooper, Kirk, Wright, Wakefield, Benton, Henderson, Sanderson, Hahn, Ingham, Sneath, Tibbs and Clerk.

Six members of the public, two representatives from Allison Homes & District Cllr. Casson

 

1)Chairman’s Welcome

The Chairman welcomed everyone to the meeting. The Chairman asked to declare his interest as a district councillor and being on the planning committee. He then handed over the meeting to Vice Chairman Cllr. Cooper to chair the public Forum.

 

 2)  Public Forum:

Ian Reilley introduced himself and his colleague Wayne Green as representatives from Allison Homes who were attending the meeting to try and establish some lines of communication with the public and answer their questions. Work on the site has been stopped and they will be looking to change the plans. Cllr. Casson who spoke on behalf of the public said it was absolutely ridiculous the amount of stone that had been used to bring up the site levels. The height of the fences, drainage system, potential flood risks and the overall look of the site were all debated. Cllr. Cooper closed the public Forum and handed back control of the meeting to the Chairman.

Cllr. Casson gave an update on Moulton Park and said they had everything they needed from the Parish Council and that the plans are now with the Planning Officer to see if they need to go for a pre planning application or if a full planning application can be made.

It was proposed by Cllr. Hahn, seconded by Cllr. Wakefield and agreed by all attending councillors that they could be signed off by the Chairman.

7) Cemetery, Church Yard and Allotments

A. Cemetery

Incident no. 59/10/10/2022 – clerk had a call to say someone on a quad bike was racing around the cemetery at 7.45am. Clerk called the police, whom attended but did not see anyone. They believe that this may be connected to a similar incident in Holbeach.

The clerk has met the Marriott Bros to discuss and plan the next sections to be used in the cemetery for burial and remembrance garden. These may need to be used in the New Year. The remembrance section once dug out will require at least 2 rolls of ground covering, 8 ton of gravel and 15 lengths x 4metre long wood edging.  Clerk will get quotes for the cost of all materials needed.

These two new sections are on the section that run along the side of Shivean Gate.

 The burial committee were asked to inspect the road ways as they are getting very rough and have previously been patched up.

They also requested some 5MPH / Drive slowly signs

The crows are still active in the cemetery.

C. Allotments.  

Clerk has received a letter from the tenant of GA/001 wishing to give two months’ notice due to the allotment not being in a good state, and wanting time to tidy it up. The tenancy will end 10th December 2022

 

 

 

8) Police Matters:

Their news’ letter this month has asked for us to raise any issues we may have so that they could possibly be  included in the next Policing priority that will run from January to April 2023.

SID update has been forwarded and an email received stating all info had been forwarded to necessary departments

 

 

 

9) Highways

TTR0/TTR002460 – Temporary Traffic restriction - Road closure – Jekils Bank – 13/10/2022 Emergency customer without service.

TTRO/TTR002562 – Temporary traffic restriction - Moulton Chapel - Emergency road closure – Eugate Road – 21/10/2022 – 27/10/2022 – AWA – water repair

The Clerk was asked to contact Highways & the police about the number of cars parking near the school gates making it dangerous for vehicles exiting the school grounds. It was suggested a mirror placed on the opposite side of the road could be the answer.

Clerk was asked to contact Highways about the junction of River Lane / Loose Gate. A tree growing in the dyke is making it dangerous on exiting as it blocks the view of oncoming vehicles. It was suggested a mirror could ease the problem.

 

 

UPDATES

Woodgate Moulton Chapel nr. Plough Pub – requires detailed investigation – specialist drainage engineer now looking into the whole of the area- will let us know the conclusion in due course. – after recent rain work is now in progress.

Broad Lane / Cobgate Junction – not taking immediate enforcement action but will continue to monitor and review the site – Cllr. Casson to chase.

Moulton Village Green – Now Fixed

A new monitoring survey is to be installed on the Common Road MSE and also in MC at the same time

Citizens Advice South Lincolnshire have requested a grant to help with their most vulnerable clients who are having to choose between food and heating.

Clerk has sent the invoice for the contribution to Urban Safety grass cutting payment

The date for the budget meeting was confirmed as Monday 12th December.

LCC Highway grass cutting agreement for 2023 has been received.

The Chairman asked if he could have a proposal to accept the above figures. Cllr Wright proposed they should and this was seconded by Cllr. Sneath and agreed by everyone.

12) Moulton Village Ward:

A £500 grant was requested by Moulton Community Centre to help towards the cost of insulation. This proposed by Cllr Henderson and seconded by Cllr. Woolf and agreed by all.

Cllr Kirk was asked to get a quote for obtaining an electrical supply to the village green. It wasn’t thought this could be arranged before this Xmas but for future years.

Carols on the Green will be held 15th December.

13)Moulton Seas End Ward:

The documents for the transfer of ownership of the War Memorial have now been registered

 A quote has been received from Wicksteed as requested, for the play park repairs, at a total of £10,170.00 + VAT, but a site survey would need to be carried out to obtain an official quotation. Cllrs. Wright & Sneath have offered to carry out any work that needs doing.

D&G Engineering have put a new fastener on the gate.

A request to consider a funding donation of £300 has been received from the 3D Youth Club Moulton Seas End, to help with the set up and running costs. (Cllr Wright to speak to Cllr Cooper) They decided to wait until some specific item was required to help with. Clerk to let them know.

A letter of complaint has been received from a member of the public living in Carrington Road about the property they are living in. This complaint has been forwarded to SHDC.

14) Moulton Chapel Ward:

Allison Homes are looking to install a solar powered Defibrillator within the open space of Chapel Gate to provide a lasting legacy. They would like to hand over ownership to the Parish Council, but would also include the maintenance cost for a 10year period.

As the PC is entering a float in the Spalding Flower Parade, the Parish Council have been asked to enter the Moulton Chapel Flower Festival, with the same float.

The date of the Flower Festival has been changed to Saturday 13th May 2023 so it does not coincide with the Kings Coronation.
