DRAFT Minutes of the Monthly Parish Meeting of The
Moulton’s Parish Council held on Tuesday 6
th
 
December 2022 at Moulton Community Centre.
 
Present: Parish Cllrs Woolf, Cooper, Henderson, Sneath, Wakefield, Benton, Tibbs, Ingham
and the cover Clerk.
1 member of the public, District Cllr. Casson and County Cllr. Pepper.
 
1) Chairman’s Welcome
The Chairman welcomed everyone to the meeting, wishing all a Merry Christmas and a Happy
New Year. The Chairman introduced the cover Clerk, Miss Dominique Leedham.
 
2) Public Forum
A resident enquired regarding Moulton Park. The Chairman declared an interest as a district
 
councillor and being on the planning committee. Cllr. Casson gave an update, noting that pre-
application process had been completed and the next step would be to submit the full planning
 
application, the application is expected to be on February’s Planning Committee agenda.
Cllr. Ingham noted concerns with dog fouling and advised four signs were needed, Cllrs. Tibbs
and Henderson to pass on signs. Cllr. Casson offered to arrange for the Dog Warden to visit. An
additional dog poo bag dispenser to be discussed at January’s meeting.
 
3) Apologies for Absence
Cllrs. Kirk, Wright, Hahn, Sanderson and the Clerk which were accepted by all.
 
4) Declarations of Interest
None.
 
5) To consider the notes of the meeting held on 01/11/2022
It was proposed by Cllr. Henderson, seconded by Cllr. Ingham, and agreed by all attending
councillors that they could be signed off by the Chairman.
 
6) To consider any matters arising from the minutes that are not covered by the agenda
None.
 
7) Reports
A. Cemetery
The Clerk has met the Marriott Bros to discuss and plan the next sections to be used in the
cemetery for burial and remembrance garden. The Clerk is obtaining quotes for the gravel etc.
 
Internments
 
None.
 
B. Churchyard
Taylors Bulbs have given a large quantity of daffodil bulbs to the church, which will be planted
around the Church yard. It was understood that these had now been planted.
 
C. Allotments
An email has been received from The Trading Standards asking where our allotments are so
they can check to see if any birds are kept on them, all agreed for the information to be passed
on.
The tenancy of allotment GA/001 will end 10th December 2022, the Clerk will contact the
member of the public at the top of the waiting list.
 
8) Police
The local PCSO has visited Moulton Chapel School to advise with the problem parking. Cllrs.
Benton and Wakefield advised that the main concern is with those leaving through the school
gates as visibility of road traffic is poor for approximately 1⁄4 mile in both directions.
SID update has been forwarded and an email received stating all information had been
forwarded to necessary departments.
 
9) Highways
TTRO/TTR002175 – Temporary traffic restriction - Pipwell Gate MSE – 12/12/2022 –
16/12/2022 – Underground electricity supply – Western Power
TTRO/TTR002753 – Temporary traffic restriction – Moulton – 21/11/2022 – Emergency drainage
repairs
TTRO/TTR002360 – Temporary traffic restrictions – Gull Bank Moulton East Fen - 03/01/2023 –
09/01/2023 – National Grid – New connection.
 
UPDATES
Woodgate Moulton Chapel nr. Plough Pub – requires detailed investigation – specialist drainage
engineer now looking into the whole of the area- will let us know the conclusion in due course. –
after recent rain work is now in progress. Cllr. Pepper updated the meeting, noting that Cllr.
Davies had been made aware of the site and concerns as it was being reviewed as part of next
years planned works, the IDB had been consulted and LCC were awaiting further details.
Expected works would likely take place October 2023.
Broad Lane / Cobgate Junction – now sorted. The Council thanked Cllr. Casson.
Sign for Spalding / Holbeach at the top of Spalding Gate – work is now in progress. Cllr. Sneath
has chased with County Cllr. Gibson.
Hedge / tree blocking view when exiting River Lane - not the councils’ responsibility – to find
owner of the land contact Land Registry.
Cars exiting Moulton Chapel school are unable to see due to parked cars on the road – LCC do
not permit mirrors on highway maintainable land – a private landowner may permit this.
Concerns with drainage at Roman Bank Moulton Seas End were discussed, Cllr. Casson
advised concerns had been raised and he would be followed up.

It was proposed by Cllr. Tibbs, seconded by Cllr. Wakefield and agreed by everyone.

12)Moulton Village Ward
Play Park – as discussed in the Public Forum.
Poo bags have been ordered and delivered to Cllr Henderson.
Cllr. Kirk was getting a quote for electricity for the Village Green.
Concerns with full bin bags being outside for considerable periods of time was raised, the
Chairman agreed to chase concern with SHDC.
 
13)Moulton Seas End Ward
All is okay.
Cllr. Cooper advised that a meeting with the builder regarding the War Memorial Kerb was
needed, Clerk to arrange meeting.
It was noted that surface water flooding may be a concern on the playing field in the future,
situation to be monitored.
Cllr. Sneath agreed to attend the Community Liaison Group for the Outer Dowsing Offshore
Wind development and feedback to Council. Cllr. Sneath updated the meeting, noting that two
potential sites were being considered and funding for community projects would be available.
Concerns with disruptions to Parish would be monitored.
 
14)Moulton Chapel Ward
Clerk has thanked Allison Homes for their offer of installing a solar powered Defibrillator within
the open space of Chapel Gate to provide a lasting legacy. They will hand over ownership to the
Parish Council, but would also include the maintenance cost for a 10 year period.
As the PC is entering a float in the Spalding Flower Parade, the Parish Council have been
asked to enter the Moulton Chapel Flower Festival, with the same float.
An update was given on the Lark Fleet development, ongoing concerns with ground level and
footings – still in consultation with planning.
 
15)SID Report
Copy has been emailed to all councillors and the police as too many pages to print out.
Cllr. Pepper advised that Cllr Davies had reviewed repairs to Martins Road, signage had been
ordered and the concerns had been spoken about at LCC Highways meeting. Further updates
to follow.
 
16)Correspondence
Copy deadline for Village Voice is Jan 2023.

19)Date and Time of next meeting
The next Parish Meeting will be on Tuesday 10th January 2023, 7pm at Moulton Chapel
Community Centre.
 
20)To resolve whether to move into closed session and exclude public, press and police.
It was resolved under the schedule 12A of the local Govt Act. 1972 Exemption no.8 at 8.09pm
to go into closed session to discuss NALC’s pay scheme increase. The pay increase was
agreed by all.
