Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 1st March 2022 at Moulton Community Centre.
Present: Cllrs. Woolf (Chairman), Cooper, Henderson, Wakefield, Tibbs, Kirk, Hahn, Wright, Benton, Sanderson and Clerk.

1)Chairman’s Welcome
The Chairman welcomed everyone to the meeting. During his welcome he asked to declare his interest as both a Parish and District Councillor, but when acting as Chairman to the PC and discussing anything including the proposed Play Park he can speak and act purely as a Parish Councillor. The Chairman also declared his interest in the Moulton Mill 200 Year Anniversary& Queens Platinum Jubilee Celebration Committee.
He also shared his thoughts and concerns about the situation in the Ukraine. The Chairman also wanted to let the public know about a drop off point at Baytree Garden Centre for urgent supplies to be sent to Poland to help the refugees and thanked everyone for their support.
The Chairman then went onto explain how the Parish Council were playing the part of host during the Public Forum to give the Village chance to find out more information about the John Biggadike Foundation.
2) Public Forum:
The Chairman introduce Richard Lewis who was there on behalf of the John Biggadike Foundation. Mr. Lewis had kindly agreed to explain what the Foundation was and how it will work. He then went on to answer questions from the public. This resulted in some of the villagers deciding to form a Moulton Trust Fund Committee, to work together to try and raise the funds to purchase Moulton Park, but this would not guarantee that SHDC would sell it to them
Other questions relating to the Play Park were answered by the Chairman, whilst questions relating to Moulton Park were answered by Cllr. Casson (District Councillor).
The Public Forum session ended at 8.15pm.

4) Declarations of interest

5) To Consider Notes of meeting held 01/02/2022
It was unanimously agreed by all of the attending councillors, proposed by Cllr. Wakefield, seconded by Cllr. Hahn, that they could be signed off by the Chairman.
6) To Consider any matters arising from the minutes that are not covered by the agenda
The Councillor vacancy is to be displayed on Moulton Chapel notice board until 2nd March 2022
7) Cemetery, Church Yard and Allotments
A. Cemetery
The Clerk had obtained the deeds and documents that confirm the whole of the cemetery was consecrated by the Bishop of Grantham 18th January 1965.
Cllr. Cooper had recently had a walk round the cemetery and confirmed it was looking in good order and no signs of any Chafer Grubs.

The clerk was asked to find out the working hours of the local PCSO
9) Highways
Temporary traffic restrictions – Oxcroft Bank – 21/03/2022 – 27/03/2022 – for patching works
The clerk was asked to report the state of Shivean Gate as there are large ruts near the cemetery gates.
The Clerk was asked to report the broken and missing chevrons along the Cobgate/ Beggars Bush lane.
Updates
Middle Marsh Road – contact has been made with LCC and the police, but they have said they can do nothing as all vehicles are road legal. Police have said anyone not able to get through should stop call police report an obstruction and wait for police to get vehicle moved, but can only be done at the time of obstruction.The clerk was asked to contact LCC about trading on the Highway and the police about cars being parked on the side of the road with a 60 MPH speed limit with no lights on.
Over grown bushes obstructing view at junction of Fold Lane / A151 – LCC are taking appropriate enforcement action.
Sign post knocked over and laying on the edge of the dyke at end of Fengate - Investigating

The Chairman asked if all agreed with these figures. Cllr. King proposed and Cllr. Wright seconded that the above figures should be approved and accepted.

13)Moulton Seas End Ward:
The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry Office. The clerk has requested a site meeting with Cllr. Cooper but as yet has not had a reply. The clerk was asked to chase this up.
It was decided by the management committee that the safety matting in the play park did not need changing but that the hill with slide should be re installed and made of soil, It was hoped it could also be grassed in time for the Spring.

15)SID Report
The SID will soon be moving to Mouton Chapel.
16) Correspondence
The copy deadline for the Village Voice was 3rd March2022.
17) Items asked to be included on Agenda during last meeting
Review of Standing Orders and Code of Conduct – It was thought that the section related to Holdings, that had been returned back to the Crown could be deleted, once all councillors had time to look at it.
Hedge Grants / Greenery for MSE Playing Field – Cllr Wright was going to look to see what information he could find.
Discuss possibility of power supply to Moulton Village Green – it was decided to shelve this idea for now and concentrate on the Play Park.
Volunteers urgently needed – at the Mill, Village Hall, Girl Guides, playing field, all villages need more support.

The next Parish Meeting will be on Tuesday 5th April 2022 at 7pm at Moulton Seas End Village Hall.
20) To resolve whether to move into closed session and exclude public, press and police.
It was proposed by Cllr. Hahn and seconded by Cllr. Henderson to go into Closed Session under
Schedule 12A of the Local Govt Act 1972 Part 1 Section 8
The amount of any expenditure proposed to be incurred by the authority under any particular contract for the acquisition of prop or the supply of goods and services.
A quote was agreed and the clerk was asked to inform the chosen company to begin drawing up plans for landscaping and design of Moulton Play Park as requested by SHDC in preparation to apply for planning Permission.
The Chairman closed the meeting at 9.20pm
