Minutes of the AGM of The Moulton’s Parish Council held on Tuesday 3rd May 2022 at Moulton Community Centre.

 

 Present: Cllrs. Woolf, Cooper, Henderson, Hahn, Wright and Clerk.

Two members of the public and One member of the Press.

 

1)Chairman’s Welcome

The Chairman welcomed everyone to the meeting. During his welcome he reflected on the last year and thanked all the Parish councillors and clerk for all their help and support during his year as Chairman. He felt the highlights had been being able to keep the budget the same, whilst being able to help support the villages celebrate the Queens Platinum Jubilee weekend. He said that plans for Moulton Play Park had taken a huge step forward, with the ball now rolling. It was the closest the village had ever been to having a park and he hopes it comes to fruition.

The Chairman also offered his condolences to the husband and family of the previous clerk after her recent sad passing.

 

 2)  Public Forum:

A member of the public asked if the council could help with a solid path in Westmoreland Road, which does not have a dropped kerb at all. This means that both mobility scooters and baby buggies are denied access. The clerk was asked to contact the Highways department about this.

The council were also asked to contact the district council with reference to the waiting list for the brown bin subscription for collection of garden waste.

 

3) Apologies for Absence

 Cllrs. Wakefield, Tibbs, Benton & Sanderson which were accepted by all.

The Chairman accepted the resignation of Cllr. Parker and thanked him for all his help and wished him well for the future.

 

4) Declarations of interest

Cllrs.  Woolf & Henderson declared their interest in Moulton Mill 200 Year Anniversary & Queens Platinum Jubilee Celebration Committee. Cllr. Cooper declared interest in the MSE Jubilee Committee.

 

The Chairman then stood down and handed the meeting over to the clerk, who asked for nominations for a new Chairman,

5) Election of Chairman

It was proposed by Cllr. Cooper and seconded by Cllr. Hahn that Cllr. Woolf should continue as Parish Council Chairman for 2022-2023. This was agreed by all.

At this point Cllr. Woolf once again presided over the meeting.

 

6) Election of Vice Chairman

It was proposed by Cllr. Woolf and seconded by Cllr. Hahn that Cllr. Cooper should continue as the Parish Council Vice chairman for 2022-2023. This was agreed by all.

 

7) Appointment of Burial Board

It was proposed by Cllr. Woolf and seconded by Cllr. Cooper that all councillors accept this post.

 

8) Appointment of Allotment Group

It was proposed by Cllr. Woolf and seconded by Cllr. Cooper that all councillors accept this post.

 

9) Appointment of Management Group

This was proposed by Cllr. Woolf and seconded by Cllr. Cooper that all councillors accept this post.

 

10) Appointment of Representatives from groups & outside bodies

a. South Holland Parish Voluntary Car Scheme.  -  Cllr. Henderson.

b. Moulton Charitable Incorporated Organisation. – Cllr. Henderson.

c. Moulton Chapel Youth & Community Centre Committee. – to be decided at the June meeting

d. Moulton Seas End Recreational Trust. – Cllr. Wright.

e. Moulton Seas End Village Hall Committee. – Cllr. Cooper.

f. Lincolnshire Association of Local Councils. – Cllr. Hahn.

g. Moulton Harrox Educational Foundation. – Cllr. Henderson.

11) To Consider Notes of meeting held 05/04/2022

It was proposed by Cllr. Hahn, seconded by Cllr. Henderson and agreed by all of the attending councillors that they could be signed off by Chairman. The minutes from AGM 2021 were also looked at and signed by the Chairman.

14) Police Matters:

Their priority for this quarter is to reduce and eliminate the accumulation of vehicles which are gathered at a locality, which is cause for concern to road users and residents.

PCSO Emma Cinavas has contacted Cllr. Wright with reference to CSW

The Police camera van had visited MSE on a Sunday. This was seen as a positive but the clerk was asked to make contact to see if it could return on a week day between either 6-8am or 5-7pm as this is when speeders are at their worst. With an average of up to 75% of vehicles speeding.

The work on Holbeach Police Station is now complete and back open. The front desk will be manned  from 10-2 Monday to Friday  but will have officers working 24 hours a day.

 

15) Highways

Temporary Traffic Regulation Order – Moulton – 14/04/2022 – 15/04/2022 – Western Power – Emergency Pole replacement

 

Updates

Middle Marsh Road – contact has been made with LCC and the police, they are now making further enquiries. Things seem to have improved slightly in the week but then the vehicles appear on the road again over the weekend.

Over grown bushes obstructing view at junction of Fold Lane / A151 – LCC are taking appropriate enforcement action.

Large ruts in road near cemetery gates – Investigating

Broken & missing chevrons – action scheduled

18) Moulton Village Ward:

Play Park – The update from Influence was that they were still waiting for a meeting with SHDC about the bell mouth. The clerk was asked to contact them to ask why this is, as they know what they need to be doing as engaged by the MPC for the one acre park area.

4 boxes of dog poo bags have been received

£883.00 grant has been received from the MPC Jubilee fund- £117 was already used for planning permission for the beacon.  There is a full weekend of free events planned for the Village over the four days celebrating the Queens Platinum Jubilee.

 

 

19)Moulton Seas End Ward:

The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry. The clerk was asked to chase this up.

The clerk has arranged for an engineering company to look at the hand gate at Moulton Park to see what can be done to get the gate to close safely. It was also pointed out that one of the seats at  the round seat table was broken. The clerk was asked to try and get it repaired.

£1000 grant has been received from the MPC Jubilee fund

Plans were well underway for the village to celebrate the Queens Platinum Jubilee Weekend.

 

 

20) Moulton Chapel Ward:

Plans were well underway for the village to celebrate the Queens Platinum Jubilee weekend.

The annual Village Tulip parade was held successfully on Sunday 1st May 2022.  This was well attended and had good weather for the event.

 

 

21)SID Report

Copy has been emailed to all councillors and the police as too many pages to print out

Very high speeds registered from Moulton Chapel coming in from Cowbit, with 85mph being the highest.

 

 

22) Correspondence

Members of the public had been having problems accessing the website – clerk didn’t know why and asked LALC and LCC for advice. This is now sorted.
