January 2021 Minutes
Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 5th January 2021 via Zoom.
Present: Cllrs Wakefield (Chairman), Hahn, Poll, Tibbs, Henderson, Cooper, Benton, A. Woolf, Clerk.
District Cllr Casson. 1 member of the press.
1)Chairman’s Welcome
The Chairman welcomed everyone
2) Public Forum:
Cllr Casson brought everyone up to date with what was happening with Moulton Park and requested a Zoom meeting with the management committee for 28th January 2021 at 4pm.
3) Apologies for Absence
Cllrs Sanderson & and W Woolf sent their apologies that were accepted.
4) Declarations of interest
None received
5) To Consider Notes of meeting held 03/11/20:
It was agreed by all of the attending councillors that they could be signed off by the Chairman.
6) To Consider any matters arising from the minutes that are not covered by the Agenda.
Cllr. Wakefield, the clerk and the Marriott Bros. had had a meeting at the cemetery earlier that morning, to discuss the temporary closure of the cemetery to the public due to the subsidence and holes that had appeared due to the extreme wet weather conditions, as on the previous day one of the cemetery keepers had fallen and it was considered unsafe for members of the public.
The aim is to open it again as soon as it is considered safe, The Marriott Bros are working to do this as quickly as the weather allows them.
7) Cemetery, Church Yard and Allotments:
A. Cemetery.
Keep Off The Grass signs have been purchased and placed around the cemetery.
The chafer grub situation will continue to be monitored.

B. Churchyard
Cllr. Henderson was going to check to see if any of the area had been affected by the weather conditions.
Cllr. A. Woolf let us know that the volunteers from the Probation Service will not be able to re- start the work of clearing all the overgrown areas and a general tidy up of the churchyard due to the latest lockdown

9) Highway Matters:
There was to be the following temporary traffic restrictions:
Moulton Broad Lane & Lowther Avenue – proposed 30MPH speed limit
Consultation has finished for proposed speed limit reduction – A151 Weston to Whaplode - Public notices are now out.
Cllr Tibbs said the SID was in Moulton Seas End for a few weeks and will be moved to Roman Bank next week. The Average speed entering the village has been 35-40 MPH
It was reported that there had been flooding in Church Lane and the Village Green, and it was thought there maybe a collapsed drain. The clerk was asked to contact LCC to have this investigated.
10) Finance Report:
There had been a Zoom meeting for the Management Committee to discuss and set next year’s budget.
It was agreed by all to keep the Precept the same as last year.
The clerk had not received any bank statements for December

12) Moulton Village Ward:
Nick Barnett has taken over the responsibility from his father of the Flag Pole and has a list of dates to use. He will also fly the flag for any special occasions or fly at half - mast for funerals.
The village Hall is still closed but has taken to Youtube to try to keep events running.
13)Moulton Seas End Ward:
A letter from the Chairman has been sent to Craig Pocklington about ownership of the War Memorial and adjacent remembrance area.
LCC have been contacted by a member of the public and asked that the grit bin from outside 1 Roman Bank at the junction with the Common Road be moved as cars keep running into it.
The Village Hall is still closed.
14)Moulton Chapel Ward:
Village Hall still closed.
15) Correspondence:
New Parish Website is now live.
David Boyce Consultancy had made contact with reference to annual data protection training. The Clerk was asked to contact LALC about this.
16) Councillors minor reports and items for next Agenda.
M.S.E. Memorial.
M.S.E. play area tubes.
Can the Parish Council pay for various work to be done following guidelines from LALC
17) Date and Time of next meeting.
Date of next Parish Meeting will be on Tuesday 2nd February 2021 at 7pm (Via Zoom)
18) To resolve whether to move into closed session and exclude public, press and police.
