Minutes of the Annual Parish Meeting of The Moulton’s Parish Council held at Moulton Chapel Community Centre on Tuesday 1st June 2021 at 7pm.

 

 Present: Cllrs. A. Woolf (Chairman), Cooper(Vice chairman), Wakefield, Hahn, Poll, Henderson, Sanderson, Wright, Tibbs, Benton, Poll, Clerk.

District Cllr Casson.  Cllr Gibson.  3 members of the public. 1 member of the press.  

 

1)Chairman’s Welcome

Returning ex- Chairman Wakefield welcomed everyone and thanked the members of the council for their support over the last year, as it had been a year like no other. He also thanked the Clerk for stepping in during these unusual times and congratulated her on doing a very good job in the circumstances. This was also echoed by the fellow councillors.

 

 2)  Public Forum:

Members of the Public from Roman Bank Moulton Seas End voiced their concerns about the flooding they had suffered earlier in the year and asked what was being done to prevent it happening again. Cllr. Wakefield asked Cllr. Casson to give an update on the new dyke proposed in Moulton Seas End by the Drainage Board which should ease the problem. He also stated that drainage from the fields was the land owners responsibility.

 

3) Apologies for Absence

 Cllrs. W. Woolfe & James Kirk, both of which were accepted by all.

 

4) Declarations of interest

None

 

5) Election of Chairman.

It was proposed by Cllr. Poll and seconded by Cllr. Hahn that Cllr. A. Woolfe become the new Parish Council Chairman for 2021-2022. This was agreed by all.

At this point the new chairman Cllr. A. Woolfe presided over the meeting and thanked Cllr. Wakefield for all his hard work and commitment over the last year.

 

 

6) Election of Vice Chairman

It was proposed by Cllr. A. Woolfe and seconded by Cllr. Hahn that Cllr. Cooper become the new Parish Council Vice Chairman for 2021-2022. This was agreed by all.

 

7) Appointment of Burial Board.

All Councillors accepted this post.

 

8) Appointment of Allotment Group.

All Councillors accepted this post.

 

9) Appointment of Management Group.

Cllrs. A. Woolfe, Cooper, Wakefield and Henderson accepted this post.

 

10) Appointment of Representatives from groups and outside bodies.

a. South Holland Parish Voluntary Car Scheme.  -  Cllr. Henderson.

b. Moulton Charitable Incorporated Organisation. – Cllr. Henderson.

c. Moulton Chapel Youth & Community Centre Committee. – Cllr. Poll.

It was agreed by all of the attending councillors that they could be signed off by the Chairman.

13) Cemetery, Church Yard and Allotments:

A. Cemetery

The new mower was delivered by Chandlers on Friday 28th May 2021.

The Burial Board and Clerk recently met with the Marriott Bros. to discuss the Cemetery. The main concern was still the chafer grubs and the clerk was asked to get some quotes to get a professional in to get rid of them. The clerk was also asked to purchase some new watering cans and mark them in some way to help prevent them being taken away by members of the public. It was agreed that the Marriott Bros. could take the strimmer to Westons for a service. Everyone also agreed how well the Marriott Bros. look after the cemetery and congratulated them on doing such a good job.

After considering all the quotes obtained by the clerk it was decided by all to go with the one from R. G. Groundworks and the clerk was asked to let them know, but also to ask if we would need to keep the area moist to help with the effectiveness. It was also thought to be a good idea to close the cemetery on the day of treatment, but the nematodes are not harmful to humans or animals.

B. Churchyard

It has been noted that a number of mole hills have appeared. Cllr. A. Woolfe is going to inspect the area and the clerk has been asked to contact a mole catcher with reference to this.

The Volunteers have started work again, but due to the covid situation, they are not allowed to travel together and have to make their own way there, so not as many of them can actually get there to do any work. They are keen to do it once they can get there again. The Supervisor had changed his mobile number and that was why we had been unable to contact him.

14) Police Matters:

Only a few Statistics were sent over as Holbeach Police Station is closed for refurbishment and the PCO was having to transfer everything over to Spalding temporarily.

 Oxcroft Bank - tree works – an agreement has been made with land owner and council to wait until after the birds have finished nesting.

18) Moulton Village Ward:

A member of the public in High Street has brought to our attention how her house constantly shakes from the HGV’s and agricultural vehicles driving past the house. It was suggested to look into possible traffic restrictions. The clerk was asked to contact LCC to ask if it would be possible to have a traffic survey, to identify what traffic is using the road.

The clerk was also asked to contact LCC to ask when the new speed restriction of 40MPH is to begin on the A151 as it has previously been passed.

Defib pads expired 13/04/2021 - still on order but problem with delivery (EU) a letter from the suppliers had been received by the clerk to say we could still use the expired ones.

The Village Hall is hoping to be able to reopen 21st of June and the first event hopes to be Bingo on 23rd June

 

19)Moulton Seas End Ward:

MSE play area has had broken play equipment but Cllr. Wright has been able to repair it. There is still a swing missing and the clerk was asked to look into the replacement. Mole hills (over 20) have become a problem and the grass is either too long or grass not collected and tufts of grass have been left. The areas round the play equipment have been sprayed instead of being strimmed and look unsightly. The clerk was asked to contact the contractor and mole catcher about this. Dogs have also been seen in the area. The clerk was asked to look into purchasing new signs saying NO DOGS ALLOWED IN THE PLAY AREA.

It was also noted that the gate was not closing properly and it was thought it was a problem with the spring.

The playing field is now getting used much more and Cllr Wright asked if it would be possible for a convex mirror to be put up to make the area safer for drivers.

The SID will be in MSE for the next few weeks

Defib pads expired 13/04/2021 – still on order but we have been advised that we can still use in an emergency.

The Village Hall remains closed till possibly September.

 

 

20)Moulton Chapel Ward:

It was agreed by all that a donation of £200 should be made from the ward budget towards the cost of new benches in the new play area.

Cllrs. Wakefield & Sanderson pointed out that someone had blocked off the northern end of Randalls Bank. The clerk was asked to contact LCC about this and possibly take pictures of the area to show them.

It was also noted that the dog bin was surrounded by high nettles and it was thought it would deter the public from using it. The grass surrounding the area has been cut, but no strimming has been done so the clerk was asked to contact the contractor about this.

The Chairman asked the committee to move into closed session which was seconded by Cllr. Poll.

 

 

26) The Chairman thanked everyone for attending and closed the meeting at 8.52pm
