Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 6th April 2021 via Zoom.
Present: Cllrs. A. Woolf (Vice Chairman), Hahn, Poll, Henderson, wright, Cooper, Benton, W. Woolf, Poll, Clerk.
District Cllr Casson. 1 member of the press.
1)Chairman’s Welcome
The Vice Chairman welcomed everyone
2) Public Forum:
Cllr. Casson asked to give an update on the recent flooding issues in MSE. SHIDB have looked into the pipes running below the affected property and road and they have stated that although neither were in good repair, they were at present adequate. The new dyke intended to improve drainage is to be discussed at their next meeting.
It was noted that things had improved due to both the work of the SHIDB and the improvement in the weather.
3) Apologies for Absence
Cllrs Wakefield, Tibbs, Kirk & Sanderson sent their apologies which were accepted.

It was agreed by all of the attending councillors that they could be signed off by the Vice Chairman.

7) Cemetery, Church Yard and Allotments:
A. Cemetery.
Chandlers had been to look at the current mower and had sent a quotation for a replacement with and without a trade in, as the Marriott Bros. have someone that would like to purchase the current one from us. Weston’s Farm Machinery also provided a quote.
It was decided to accept the Chandlers quote with the trade in as this was the most viable. The clerk was asked to let the Marriott Bros. know of their decision.
The Marriott Bros had also purchased grass seed costing £250 for the reseeding of the cemetery and confirmed that graves were still collapsing as one collapsed whilst working there this week.
Cllr. Cooper, who had recently visited the cemetery, also raised the issue that some of the gravestones were possibly moving slightly due to the ground issues we were having and suggested this should also be monitored.
To date they have filled in 204 graves and expect to have to do more.
After looking into the treatment of The Chafer Grubs it was decided the best time for this will be June once the weather conditions are suitable. The Burial Committee asked the clerk to arrange a meeting with the Marriott Bros to work out a plan of action.
After receiving a letter from a member of the public who on their evening walk had witnessed youths playing with a Rugby ball in the cemetery and found it quite upsetting and had asked if we could start locking the gates at night/ put no ball games signs up etc. It was decided to monitor the situation as this was the first instance we had been made aware of and with the days getting longer, it was thought members of the public could visit the cemetery in the evenings.

C. Allotments.
The rent letters for Lady Day had been sent out by the clerk.
It was agreed the clerk should keep a waiting list ready for when any allotments become available.
8) Police Matters:
We had been asked to forward info from the SID. Cllr. Tibbs will forward the information in PDF form to the PCSO.
We had received a list of offences or times that had needed police intervention and it was asked if we could know where and what roads were included on the list, so we could get a better understanding of the area.
The local PCSO had given us a List of her new task /priorities that she is to concentrate on. They are to work on Road Safety around schools. This will include working with CSW teams and monitoring and speed enforcement. The Clerk was asked to put a call out for new CSW volunteers in the Village Voice.
9) Highways
It was reported that due to the new development off Roman Bank in Moulton Chapel, a new roadway/entrance had been made off Woodgate, which was causing a lot of problems and there had been a number of complaints from local residents as the road is not suitable. It was agreed that the Parish Council will look into the matter.
Updates
Speed limit sign in wrong place in Moulton Chapel – The case is still open and Cllr. Poll said he would also try look into this.
Edges of roads merging with road in Moulton Chapel – LCC will continue to monitor the situation but at the present time due to weather and increase of agricultural vehicles it is considered to be a misspend of public funds to act on it at the moment.
Hole in footpath Moulton – now fixed
Pebbles and debris in Broad Lane Moulton – cleared / no further action, but it was also noted that the road was still flooding after any rainfall and that the gullies needed jetting to clear them instead of just being sucked out.

Dog fouling continues to be a problem and the clerk was asked to mention this in the Village Voice.
Village Hall remains closed until they have more information
13)Moulton Seas End Ward:

Cllr. Cooper recently checked the Defib and all was ok
The grass on the Play Area has had it’s first cut of the season and football training has restarted on the Playing Field on a Tuesday night. The Sunday Kickabout has also resumed. There are also two sessions of dog training each week on the field.
A member of the public had offered to clear the rubbish from the Bus Stop and the councillors extended their gratitude.
Cllr. Wright mentioned that the Football Club were looking to purchase a new commercial mower, that needed to be bought via an authorised dealer with a warranty and asked if we could help with this purchase. It was agreed by all that we would.
Cllr. Wright also mentioned the state of the roads in the village that had lots of debris along the kerbs and asked if it was possible for a road sweeper to visit the village. Cllr. A woolf agreed to see if this was possible.
Jack Buck Farms are keeping the pipe safe until that can place it into the Playing Park hopefully in May / June depending on weather and work
The Village Hall remains closed till possibly September.
14)Moulton Chapel Ward:
Defib pads expire 13/04/2021 but are on order
The Community Centre Play Committee announced that the playground is now open and we had received an email asking if we could help regarding what else is needed such as benches and bins. It was agreed that it should be discussed to see how we could help.
The Clerk had spoken to the school about holding monthly Parish meetings there from June if we need to and they have said that we could. The Clerk was asked to provisionally book dates for the June and July meetings and to also look into a Risk Assessment re Covid19.
Village Hall is still closed.
15) Correspondence:
We had received an email with reference to a proposed new Aircraft Memorial at Brotherhouse Bar that was asking for our support. It was decided by the Councillors to support the idea and wait for more information before deciding how.
Our defibrillator pads expire 13th April but stockists are having problems getting new stock in from Eu. The present ones will still work but over time they become less adhesive and should have 6 charges left in them. I have put in an order for 3 sets to be sent out as soon as they have stock.
The Government had announced that Zoom meetings will not be allowed after 7th May 2021
