Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 4th May 2021 via Zoom.
Present: Cllrs. Wakefield (Chairman), A. Woolf (Vice Chairman), Hahn, Poll, Henderson, Sanderson, Wright, Cooper, Tibbs, Benton, W. Woolf, Poll, Clerk.
District Cllr Casson. 1 member of the press.
1)Chairman’s Welcome
The Chairman welcomed everyone
2) Public Forum:
Cllr. Casson asked to give an update on the development off Roman Road Moulton Chapel and the new dyke proposed in Moulton Seas End by the Drainage Board.

5) To Consider Notes of meeting held 06/04/2021
It was agreed by all of the attending councillors that they could be signed off by the Chairman.

7) Cemetery, Church Yard and Allotments:
A. Cemetery.
The mower is still on order from Chandlers.
The ground is looking a lot better since the Marriott Bros. have levelled, rolled and seeded the area, but are now waiting for the rain to help it grow.
Two further graves had dropped and needed filling in which will make a total of 206. It is estimated that 10 ton of soil has been used over the last few months.
It was noted that some Headstones had moved out of line due to the recent subsidence. It was agreed that as a gesture of good will, the Parish Council would take on the responsibility of putting this right, but not before hopefully contacting family members wherever possible to get permission.
The Burial Committee asked the Clerk to arrange a meeting with the Marriott Bros. to discuss this and also the problem of the Chafer grubs.

Marcus Goose has completed the tree work as requested.
The Probation service Volunteers have once again started work and it is hoped they will be able to clear the various brambles etc that have become over grown in and around graves that are preventing the grassy areas from being cut and also damaging the graves.

8) Police Matters:
The clerk has asked for more detailed information when receiving statistics to give the councillors an idea of any problem areas.
9) Highways:
Temp. road closure Moulton, East Cob Gate / Hogs Gate 6/5/2021 – 10/5/2021 – for poling works
Temp. road closure Moulton Eaugate, Eaugate Road / Queens Bank – 17/05/2021 – 18/05/2021 – for patching works
Temp. road closure Moulton Chapel, Oxcroft Bank – 20/05/2021 - for tree works
The clerk was asked to report large rocks that had been placed on the edge of the road in Woodgate Moulton Chapel and also that there are now no verges on both sides of the road in Hogs Gate Moulton.
Updates.
Request to move speed limit sign, Fen Gate MC – we have been asked if our County Councillor could confirm the request to enable it to be added to the traffic management programme.
Parish Precept of £43,035.00 has been received
Claim for VAT of 2386.59 has been received
Year end reports have been completed ready for AGAR and internal audit.

12) Moulton Village Ward:
The Village Hall is hoping to be able to reopen 21st of June but will be open for Polling Day on Thursday 6th May.
13)Moulton Seas End Ward:
Defib pads expired 13/04/2021 – still on order
The Football Club asked to use a copy of the village sign as their official logo, all councillors thought this was a good idea.
Cllr. Wright asked if he could display two small laminated notices in the Play Park to advertise the Sunday morning kickabout club. It was agreed by all and Cllr. A. Woolf said it was good to see the field being used.
The plan for planting shrubs etc in the Play Park and playing field is still ongoing and a representative from Baytree is expected to be having a site meeting to discuss the best shrubs to use.
The Village Hall remains closed till possibly September but will be open for Polling Day Thursday 6th May.
14)Moulton Chapel Ward:
Defib pads expired 13/04/2021 but are on order
The clerk had been in contact with the school and Community Centre about our June meeting and as the community centre is already set out for social distancing, one way in/out with sanitizers etc, it was decided it would be better than the school.
The clerk was asked to book the Community Centre for both 1st June (AGM) and 6th July (APM) Parish meetings as Zoom meetings will no longer be permitted.
Village Hall is still closed.
15) Correspondence:
The Government had announced that Zoom meetings will not be allowed after 7th May 2021
Copy deadline for the next Village Voice is 6th April.
16) Items asked to be included on Agenda during last meeting
Cllr. A. Woolf asked if he could purchase new Rings for the next litter pick as some had broken but it is becoming so successful he thought more would be needed. This was agreed by all and he was asked to liaise with the clerk.
M.S.E. War Memorial – still waiting to hear from the council planning dept.
Chafer Grubs Moulton cemetery – will be discussed by the Marriott Bros. and the Burial Group at the meeting in the cemetery on the 11th May.

Date of next Parish Meeting will be on Tuesday 1st June 2021 at 7pm at Moulton Chapel Community Centre
