November 2021 Minutes
Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 2nd November 2021 at Moulton Community Centre.
Present: Cllrs. Woolf (Chairman), Cooper, Wakefield, Tibbs, Kirk, Hahn, Henderson, Benton, Parker, Clerk.
Cllr. Wright was late. Cllr. Poll was absent.
One member of the public. One member of the Press.

5) To Consider Notes of meeting held 05/10/2021
It was agreed by all of the attending councillors, proposed by Cllr. Parker, seconded by Cllr. Hahn, that they could be signed off by the Chairman.
6) To Consider any matters arising from the minutes that are not covered by the Agenda.

7) Cemetery, Church Yard and Allotments
A. Cemetery
There is a broken headstone with the names Florence May Wood – May 1970 & James Thomas Wood – 1982. Clerk is trying to locate relatives from archived files.
Cemetery gates on Shivean Gate had been left open due to all the village road closures.
R G Groundworks has been in hospital but as soon as he is back at work he will re-apply the nematodes to affected areas

The Community Pay back team continue to work in the church yard every Friday.
C. Allotments.
Half yearly rent has been received from all tenants,
8) Police Matters:
Clerk had forwarded details about an attempted fire in the High Road bus shelter and of youths setting fire to trees in Shivean Gate, asking them to increase patrols in the area.
Scores on the doors were received for the period 01/10/2021 – 27/10/21. It was also noted that the local PCSO would be retiring on the 18th November, all councillors sent their best wishes for a happy retirement.
The latest CID report had been forwarded.
9) Highways
A member of the public had permission to move the school 20mph sign but the clerk was asked to send a letter about cutting back of their hedge, so that the sign can be seen.
Fly Tipping was reported re batteries/ car parts left in Earlsfield MSE
Update
Rocks placed on side of road in MC – Investigating – Cllr Pepper has also been in contact
Hedges overgrown into road on Oxcroft Bank – problem now resolved. Clerk was asked to send a letter of thanks.
Broke Fence / Barrier on Beggars Bush has been reported and an investigation is open.

It was proposed by Cllr. Tibbs and seconded by Cllr. Henderson to accept the above figures.
11) Planning Matters:
Beeches B&B, Austendyke Rd – change of use to 1 residential dwelling – no objections.
Decided Applications
4th – 10th October – Austendyke Hall, Austendyke Rd – Internal alterations & to fenestration on rear wall – Approved.
11th – 17th October – Land at Roman Bank Moulton Chapel – Erection of 86 dwellings and associated works – Approved.
18th-24th October – D Brown B C LTD Seas End Rd MSE – Store building extension and re clad of existing building – Approved.
25th – 31st October – 21 Cekhira Ave. MC – change of use to dog grooming - Approved
42 Roman Road MC – Extension & Alterations - Approved
The defibrillator at the community Centre was taken out of service 8th October by the East Midlands Ambulance Service, due to it being used. New replacement pads and battery packs were ordered on the 8th October but the clerk was told it could take up to 12 weeks to receive them, due to production problems as the type of defibrillator we have is no longer in production. Prices for replacement defibrillators vary with the cheaper ones meaning more expensive replacement pads.
Rental is also an option from one day to long term from 99p a day.
A member of the public brought to our attention that someone had tried to set fire to dried grass in the High Rd bus shelter. They removed all grass and swept the area out completely. They included pictures before and after that were forwarded to the police. Clerk was asked to send a letter of thanks.
The PC have been asked by Heritage Lincolnshire to compile a local list of Heritage Assets to be added to a list they are compiling.
A full list of flags and dates they should be flying has been updated.
13)Moulton Seas End Ward:
The clerk was asked to purchase a Lincolnshire flag for the village.
The Poppy Wreath from RBL will be ready to collect from 4th November. Cllr. Cooper was asked to lay this on behalf of the Parish Council at MSE War Memorial on Remembrance Sunday.
The Football Team is still doing well and heading in the right direction, with the field looking the best it has in years.
Clerk was asked to try and get an update on the sale of the land behind the War memorial.
14)Moulton Chapel Ward:
Proposed road names being put forward to be used for the development on Roman Road are to be from the list of World War 11 Bombers that the PC supplied.
15)SID Report
Copy had been emailed to everyone including the Police, as too many pages to print out.
The SID has recently been in Moulton Chapel and due to be moved to Moulton Seas End.
16) Correspondence
Village Voice copy deadline is 4th November
17) Items asked to be included on Agenda during last meeting
Review Of Standing Orders and Code of Conduct. Cllr. Cooper is currently going through them and will suggest ant amendments at the next meeting.
18) Councillors’ minor reports and items for next Agenda.

19) Date and Time of next meeting.
Date of next Parish Meeting will be on Tuesday 7th December 2021 at 7pm at Moulton Chapel Community Centre.
It was decided to put back the January meeting by one week to give the management team more time to work out the budget for the precept and bring the figures to the meeting.
20) To resolve whether to move into closed session and exclude public, press and police.
