December 2021 Draft Minutes

DRAFT Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 7th December 2021 at Moulton Chapel Community Centre.

 

 Present: Cllrs. Woolf (Chairman), Cooper, Poll, Tibbs, Kirk, Hahn, wright, Benton, Parker, Pepper, Clerk.

Cllr. Henderson was late. 

One member of the public. One member of the Press.

 

1)Chairman’s Welcome

The Chairman welcomed everyone to the last meeting before Xmas and thanked them all for their support during which had been another difficult year under Covid rules. He also thanked Cllr. Kirks dad for the new Moulton Village sign and said it looked very good. A Thank You card from the Moulton Parish Council was received by Cllr Kirk on behalf of his father.

 

 2)  Public Forum:

A member of the public who had been a Parish Councillor for 20 years in another part of the country before moving into Moulton Village asked for a Revue of the Local Govt Act 1972 that was Amended in 2006 which asks for transparency with reference to going into closed session be put on the next Agenda.

 

3) Apologies for Absence

 Cllrs. Wakefield & Sanderson both of which were accepted by all.

 

4) Declarations of interest

None

 

5) To Consider Notes of meeting held 02/11/2021

It was agreed by all of the attending councillors, proposed by Cllr. Tibbs, seconded by Cllr. Cooper, that they could be signed off by the Chairman.

 

6) To Consider any matters arising from the minutes that are not covered by the Agenda

None

 

7) Cemetery, Church Yard and Allotments

A. Cemetery

There is a broken headstone with the names Florence May Wood – May 1970 & James Thomas Wood – 1982. Clerk is trying to locate relatives from archived files and the local press have offered to help.

Marriott Bros had asked if the PC could confirm where the next sections of Remembrance gardens and Burial plots will be in the cemetery. This was asked to be put onto the next Agenda to give the clerk time to find all the information needed.

A number of bulbs that had been donated to the village have been planted around the edge of the cemetery.

 RG Groundworks have not been over the affected area yet as he has been unable to work due to having a second operation. He will look in the new year and treat any areas that need doing but on inspection the area has not spread and it was noted whilst digging a recent burial plot the chafer grubs in the soil were all dead.

B. Churchyard

The Community Pay back team are no longer able to continue their work in the churchyard as they do not have enough people available. If the situation changes then they would be able to return. The Chairman praised their work and noted what a huge difference had been made.

8) Police Matters:

A Letter was sent sending best wishes to retiring PCSO

The Village new PCSO is Emma Cinavas but is currently on maternity leave and due to return in January 2022, until then PCSO Fylippa Bennett is covering for her. The Chairman said the P C were looking forward to meeting them in the new year.

Scores on the doors have not been received as Lincolnshire Police have now moved away from regular reports to Parish Councils. Unless the Parish Council require an officer to discuss a specific topic, they are asked to refer to the Police UK website, where records of all crimes, current priorities and details of our area policing team can be found.

 

 

9) Highways

A Letter sent to resident in Broad Lane Moulton re overgrown hedge obstructing school speed reduction sign, now that it has been moved. No response had been received but it was noted that the resident had placed the sign behind his next door neighbour’s hedge.Cllr. Kirk offered to speak with the resident.

Update

Rocks placed on side of road in MC – Cllr Pepper and LCC are involved

Very large pot holes at junction near doctors Moulton – Now fixed

Dangerous potholes and road broken up Hogs Gate – Now fixed

Broke Fence / Barrier on Beggars Bush – Action is Scheduled and the bollards that have been placed on the side of the road keep falling over into the dyke. The clerk was asked to contact Cllr. Gibson about this.

 

10) Finance Report:  

Letter sent to confirm inclusion in the Urban Highway Grass Cutting Scheme 2022 – 23.  Contribution will be no less than £672.97

It was proposed by Cllr. Carter and seconded by Cllr. Henderson to accept the above figures.

Decided Applications

1st-7th November 2021 – M C Primary School – Retain mobile classroom for further 5 years – Approved

8th-14th November 2021 – Chase Moulton – demolish commercial premises and erect 3 terrace houses – Refusal

Batemans House Red Cow Drove Moulton Marsh – proposed extensions & alterations – Approved

15th-21st November 2021 – 11 Broad Lane Moulton – work to trees in Conservation area – Approved

The Vicarage Church Lane Moulton – Works to trees in conservation area - Approved

29th November – 5th December 2021 – Harrington House 2 Broad Lane Moulton – replace lean-to roof, chimney pots & general repairs – approved.                                                                     

 

12) Moulton Village Ward:

The defibrillator at the community Centre is now available for use as replacement pads have been obtained

The Moulton Village sign has been replaced FOC by Cllr. Kirk’s father

Quotations have been received for replacement defibrillators and villagers are also fundraising to purchase another for the village.

A request for permission has been received to place a memorial bench on the village green in memory of Harry Sandall, who recently passed away at the age of 16. It was hoped it could be a place where his family and friends could get together to remember him. There were no objections but may take a while to find a suitable place.

A RBL poppy wreath was purchased on behalf of MPC and was laid by Cllr. Kirk at the Moulton Church Remembrance Service.

The Chairman suggested going forward that out of respect the P C should purchase a Wreath for each of the Villages

 

13)Moulton Seas End Ward:

The Marriott Bros have completed most of the works needed in the Play Park and the PC are looking at types of safety matting that needs replacing. Quotes for replacement mats have been received from Wicksteed Leisure at £39 per mat. The area has been treated to see if original matting can be reused. Pictures had been taken to show this.

Whilst taking pictures it was also noticed a number of mole hills have appeared in the park. Pictures were also taken of this. It was thought that due to the time of year and lack of activity in the park was the reason and it was agreed to monitor the area.

Cllr Wakefield confirmed he had sourced the telegraph poles for replacement for the swings in the park

MSE Village Hall have asked that the CSW equipment be removed from the hall and stored elsewhere. The Chairman asked if this decision could be reconsidered as the CSW team need access to the equipment at short notice. The new village PCSO has already made contact about going out with the team.

MSE Village Hall has asked if the PC could make a grant from the Ward precept to help towards the cost of the VAT (£508) on the replacement windows. This was asked to be put on next month’s Agenda.

The MSE Ward Recreation Trust has asked if they could receive a grant from the Ward precept to cover the cost of the VAT of £1326.17 from the purchase of their new lawnmower& attachments last August. This was asked to be put on next month’s Agenda.

The documents for the transfer of ownership of the War Memorial are being drawn up ready to be signed and will be registered with the Land Registry Office. The deeds will be kept at Roythornes Solicitors for no additional cost.

The Poppy Wreath from RBL was placed at the memorial by Cllr Cooper on behalf of MPC

 

14)Moulton Chapel Ward:

The Notice board had been damaged. The Marriott Bros have been asked to repair and replace the lock.

The community centre are having on going issues with dog mess being left on the field, so was wondering if the PC could arrange for a dog poo bin to be put at the top of Woodgate Road in the vicinity of the centre to try to alleviate the problem on the field. They will be applying for a dog ban on the field once they hear back from SHDC. The Chairman believed that Cllr. Casson may have one available and said that he would try to arrange it.

 

 

 

15)SID Report

Copy had been emailed to everyone including the Police, as too many pages to print out.

The SID is currently in Moulton Seas End situated on the Common Road. Speeds of 60/70 MPH have been recorded entering the village. It was noted that the Police speed van had been in the village 2/3 times this month.

 

16) Correspondence

The clerk was asked to find out when Village Voice copy deadline is for January 2022.

 

17) Items asked to be included on Agenda during last meeting

Review Of Standing Orders and Code of Conduct. Cllr. Cooper is currently going through them and asked they be put onto the next Agenda.

 

18) Councillors’ minor reports and items for next Agenda.

None

 

19) Date and Time of next meeting.

Date of next Parish Meeting will be on Tuesday 11th January 2022 at 7pm at Moulton Seas End Village Hall.

 

20) To resolve whether to move into closed session and exclude public, press and police.

It was resolved under the schedule 12A of the local Govt Act. 1972 Exemption no.8 at 7.59pm to go into closed session to discuss ongoing negotiations with SHDC about Moulton Park. This was proposed by Cllr. Poll and seconded by Cllr. Hahn.

During the closed session it was proposed by Cllr Poll and seconded by Cllr. Benton that public survey should be carried out to see what public support there is for a Play Park in Moulton.

 

The Chairman Wished every one Merry Xmas and thanked them for attending and closed the meeting at 9.05pm
