October 2021 Minutes

Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 5th October 2021 at Moulton Seas End Village Hall.

 

 Present: Cllrs. Woolf (Chairman), Cooper, Wakefield, Tibbs, Kirk, Hahn, Henderson, Benton, Parker, Clerk.

District Cllr Casson.   One member of the public. One member of the Press.

 

1)Chairman’s Welcome

The Chairman welcomed everyone

 

 2)  Public Forum:

None

 

3) Apologies for Absence

 Cllrs. Wright and Sanderson sent their apologies and were accepted by all.

 

4) Declarations of interest

None

 

5) To Consider Notes of meeting held 07/09/2021

It was agreed by all of the attending councillors, proposed by Cllr. Hahn, seconded by Cllr. Benton, that they could be signed off by the Chairman.

 

6) To Consider any matters arising from the minutes that are not covered by the Agenda.

Cllr. Eric Parker signed the declaration before the Clerk to become a Moulton Parish Councillor. His appointment had already been accepted at the September 2021 Parish Meeting.

 

7) Cemetery, Church Yard and Allotments

 

A. Cemetery

Clerk had spoken to R G Groundworks about the patches of chafer grubs and he confirmed that the manufacturer had supplied 5 more packs of nematodes to re-apply to the affected areas.

The Community Pay back team continue to work in the church yard every Friday.

 

C. Allotments.  

Letters for half year rent due 10th October have been posted

A tenant has given notice on one of her allotments. Plot GA004.  The lease will be taken over by the new tenant from 10th October 2021 (when 2nd half year payment is due). He has agreed to take it on as it is. New Contracts will be sent out for both tenants to sign.

A letter was sent to the tenant of GA001 about the state of the allotment, and they have been in contact to apologise and explain their shed had been broken into and lawn mower and tools stolen, which had led them to neglect it but they are getting it sorted now and want to keep the tenancy.

 

8) Police Matters:

The Police have started a new air freshener campaign to remind road users to stay safe. They can be obtained by post or from the Spalding Police Station.

Scores on the doors were received for the period 06/09/2021 – 29/09/21

The latest CID report has been forwarded.

 

9) Highways

Temporary Traffic Restriction – Red Cow Drove – Road closure – 27/10/2021 – Tree Trimming

Temporary Traffic Restriction – West Cobgate, Moulton – Road closure – 10/11/2021 to 12/11/2021 – AWA – new connection

Lincolnshire Road Safety Partnership has been in contact asking if the Parish Council support the extension of the 30mph along East Cobgate to include the Junction. The clerk has confirmed that they are.

 

Update

Rocks placed on side of road in MC – Investigating – Cllr Pepper has also been in contact – The result from LCC due to restricted resources they have to limit dealings with encroachments and in this instance do not intend to take any immediate action but will continue to monitor the situation as part of their routine Highway inspections. Clerk has emailed asking who would be responsible if an accident / injury is caused as LCC are aware. They have replied stating the property owner could be held liable.

The Clerk was asked to send a letter to the owner of the property to highlight the dangers and the fact they would be liable if an accident was caused.

Hedges overgrown into road on Oxcroft Bank – I have contacted Cllr. Pepper to ask for help with this matter. This has resulted in LCC legal team writing to the landowners. Clerk has emailed stating how the problem is now much worse and vehicles are getting damaged and scratched. It was once again put under investigation and they are currently pursuing via the enforcement route.

The Clerk was asked to keep up contact to try and get something done.

Broken Fence / Barrier on Beggars Bush has been reported and an investigation is open.

Moulton Chapel C P School to retain mobile classroom for further 5 years. – comment made for PC to support this

12) Moulton Village Ward:

The Council have been asked by a village resident if we would like their very large Xmas tree out of their front garden to put on the Village green at Xmas.  It was agreed in principle it was a good idea but more thought would be needed as to where it could be placed.

It was agreed to give the Village Gardening Club £50 to help towards the cost of bulbs and planters. This was proposed by Cllr. Henderson and seconded by Cllr. Hahn.

Moulton Mill Anniversary – queens centenary – There has been a good response to creating a committee to organise events. First meeting is scheduled for 8th October at the Mill.

Litter pick was held Saturday 25th September

Clerk is looking into grants available and costs of a possible second defibrillator at the doctor’s end of the village.

The Lincolnshire flag was raised for Lincolnshire Day. It was suggested that the PC make a list of flags already owned and make sure they are flying on all relevant dates.

Letters were sent out to residents about overgrown hedges/shrubs

 

13)Moulton Seas End Ward:

Management group met at the Play Park to discuss ROSPA report. Clerk met Marriott Bros at park to discuss repairs that needed doing. They have already removed the large swings and an order has been placed with Wicksteed Leisure for parts needed a quote has been received that was proposed to be accepted by Cllr. Wakefield and seconded by Cllr.Kirk.

The Clerk has sent an email asking for an update on the War Memorial Area and if any changes have occurred due to the sale of the land. The reply was that a sale has been agreed and contracts are waiting to be exchanged.

Litter pick was held Saturday 25th September. Cllr. Parker mentioned that during the litter pick he noticed a number of motorbike / car batteries and car parts had been dumped at the side of the garages in Earlsfield. The clerk was asked to contact the council to get these removed. He also pointed out the mud in the gulley’s and asked if the clerk could contact Highways to get a road sweeper to come to the village.

The Recreational Trust had received a grant to help towards the cost of a new lawn mower and dedicated equipment, so that they can keep the football field in good order in line with the Football Association.

14)Moulton Chapel Ward:

The Parish Council have been asked for Proposed Road names for new development South of 25 Roman Road. Proposed names were:

 Icknield St. Watling St. Pedders War. Fosse Way. Ermin Way. Ermine St. Dere St. Akemin St. (Roman Road names)

Lancaster. Halifax. Sterling. Wellington. Blenhiem.  (WW11 bombers as we are known as Bomber County)

15)SID Report

Copy has been emailed to everyone as too many pages to print out,

The report showed continual speeding along Fengate in Moulton Chapel. Speeds up to 85mph were recorded. The clerk was asked to contact the local police to ask if they could police the area with a speed gun etc, to act as a deterrent.

Date of next Parish Meeting will be on Tuesday 2nd November 2021 at 7pm at Moulton Community Centre.

 

20) To resolve whether to move into closed session and exclude public, press and police.

Yes at 7.56pm. This was proposed by Cllr. Hahn and seconded by Cllr. Henderson.

 

The Chairman thanked everyone for attending and closed the meeting at 9.20pm
