Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 7th September 2021 at Moulton Chapel Community Centre.
Present: Cllrs. Cooper (Vice Chairman), Hahn, Henderson, Sanderson, Benton, Wright, Poll, Clerk.

3) Apologies for Absence
Cllrs. A. Woolf, Wakefield, Tibbs & Kirk sent their apologies and were accepted by all.
4) Declarations of interest

5) To Consider Notes of meeting held 06/07/2021
It was agreed by all of the attending councillors, proposed by Cllr. Henderson, seconded by Cllr. Hahn, that they could be signed off by the Vice Chairman.
6) To Consider any matters arising from the minutes that are not covered by the Agenda.

7) Cemetery, Church Yard and Allotments
A. Cemetery
The Marriott Bros have repainted the public benches
Problems with chafer grubs again – meeting with Chairman and RG Groundworks at cemetery and it was agreed that RG Groundworks will rake up all dead grass and retreat the affected areas. He is also going to contact the manufacturer about the possibility of a bad batch of nematodes.

Documents have been received dated August 1978 that show the church yard was closed and Moulton Parish council was asked to take over the maintenance of it.
C. Allotments.
Notice has been given on one of the allotments, but there is a waiting list to be contacted to find a new tenant.
8) Police Matters:
Our local PCSO has returned on restricted duties. The SID report has been forwarded to her.
9) Highways

Following another serious accident at the junction on Hogs gate I have forwarded a letter from the Lincolnshire Road Safety Partnership to Cllr. Gibson and met with him Friday 13th August at the junction. He is going to put forward that the Give Way sign should be replaced with a Stop sign, and the possible extension of the 30MPH along Eastgate.
Updates
Rocks placed on side of road in MC – Investigating – Cllr Pepper has also been in contact – The result from LCC due to restricted resources they have to limit dealings with encroachments and in this instance do not intend to take any immediate action but will continue to monitor the situation as part of their routine Highway inspections. The Clerk was asked to contact LCC about this.
Right of way blocked Randall Bank – Further investigations taking place. This has resulted in LCC deciding it is not cost effective at this time for them to pursue the matter any further , even though they agree it was not a legal thing to do.
Hedges overgrown into road on Oxcroft Bank – I have contacted Cllr. Pepper to ask for help with this matter. This has resulted in LCC legal team writing to the landowners. The clerk was asked to contact LCC about this.
10) Finance Report:
The Parish Council have had the AGAR returned and signed off for the year ended March 2021.
This is now displayed on the website.

12) Moulton Village Ward:
The Council have been asked by a village resident if we would like their very large Xmas tree out of their front garden to put on the Village green at Xmas. This was asked to be put onto the next Agenda.
Moulton Mill Anniversary – queens centenary – There has been a good response to creating a committee to organise events. It was asked to put this onto the next agenda.
Fly Tipping of a heap of brick & rubble on the side of the road in Hall Gate has been reported to LCC
The Litter Pick will be Saturday 25th September at 10am.
The Hall has been booked for future council meetings until the end of 2022
13)Moulton Seas End Ward:
Jack Buck Farms are keeping the pipe safe until that can place it into the Playing Field depending on weather and work.
The Litter pick will be Saturday 25th September at 10am
The Village Hall has been booked for council meetings until the end of 2022
The plan for planting shrubs etc in the Play Park and playing field is still ongoing.
14)Moulton Chapel Ward:
The Parish Council had been asked for Proposed Road names for new development South of 25 Roman Road
The Notice Board has been repaired by the Marriott Bros.
The Litter Pick will be Saturday 25th September at 10am
The community Centre has been booked for Council meetings until the end of 2022
15)SID Report
Copies had been emailed to all councillors and the Police.
Cllr. Wright said for more volunteers were needed to join the CSW.
16) Correspondence:
A letter had been received by Eric Parker asking to be considered for the Parish Councillor Vacancy. It was proposed by Cllr. Wright and seconded by Cllr. Poll that this should be accepted.
Village Voice copy deadline is 9th September.

Date of next Parish Meeting will be on Tuesday 5th October 2021 at 7pm at Moulton Seas End Village Hall.
