January 2019 Minutes

Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 8th January 2019 at Moulton Chapel village school at 7pm.
 
Present: Cllrs Woolf(Chairman), Cooper, Benton, Poll, Sanderson, Tibbs, Wakefield, Wright.
 
District Cllr Casson. County Cllr Pepper. Two members of the public. 1 press.
 
1. Chairmans welcome.
 
Chairman Cllr Woolf welcomed everyone
 
Public forum.
 
2. Apologies:
 
a. Apologies had been received from Cllrs Hahn and Henderson, reasons given and accepted by all.
 
3. Declarations of interest.
 
a. None given.
 
4. Notes of the meeting held on 4th December 2018 had been circulated. It was resolved to accept these notes as a true copy of the minutes. Proposed by Cllr Sanderson and seconded by Cllr Benton.
 
5. Matters arising from the minutes.
 
a. Moulton Village sign...ongoing.
 
b. MSE play area.....ongoing
 
c. Mirror replacement has now been erected and thanks had been received from a resident who brought it to the Clerks attention.
 
6. Cemetery, churchyard and allotments.
 
a. Allotments are all ok. The Cemetery is ok with other maintenance work still taking place.
 
7. Police matters including the CSW.
 
a. The Police report. ASB=0, criminal damage=2, theft=0, burglary=1 and RTC = 2 Bell Lane and High Street, Moulton.
 
b. CSW hasn’t been out due to the holidays and weather.
 
8. Highways matters.
 
a. Highways had requested a list of areas for a new grit bin. Clerk had supplied the list.
 
9. Finance report:
 
a. The finance report was circulated and resolved to accept the figures given.
 
b. Income of £2330.22 Resolved to accept this. C.
 
c. Expenditure of £2453.13 Resolved to accept this.
 
d. Budget. Paperwork had been circulated and discussed, it was resolved that the 2019-20 precept figure be £41,580 which is a nil increase on last year’s figures. Proposed by Cllr Benton and seconded by Cllr Wakefield and resolved by all.
 
10. Planning report:
 
a. Planning Applications had been circulated to each ward Cllr and comments etc had been on reported on the SHDC.
 
b. The planning application for 99 dwellings at Moulton Chapel had been discussed and comments was due to be submitted to SHDC.
 
11. Neighbourhood Plan.
 
a. It was agreed that this item was deferred to the next meeting.
 
12. Spring clean up.
 
a. Cllrs agreed to have a big spring clean up of each village on 23rd February. Meeting locations will be Moulton Chapel community centre, Moulton church, Moulton Seas End village hall each at 10am. The litter picking package will be distributed and a ‘lead’ Councillor for each ward decided on at the next meeting. Posters to be printed and put on notice boards also asking for help.
 
13. Moulton village ward.
 
a. Nothing to report from Moulton CIO.
 
b. Councillor vacancy.
 
c. Shivean Gate. Reports had been sent to both the Chairman and Clerk of the state of the road along Shivean Gate. Photos and a report will be sent to Highways also requesting that it may be made into a one way system.
 
14. Moulton Seas End ward.
 
a. Report from MSE village hall is another leak had appeared in the roof.
 
b. MSE Recreation Trust. The date for Moulton Park Show is Sunday 28th July. It was asked if Councillors would like to help on the day.
 
c. Councillor vacancy.
 
d. Defibrilator. The Clerk explained that the defibrillator at MSE was taken out of use due to the battery being low. Upon checking the battery in each unit, it is necessary to purchase news one’s as they only last two years.
 
e. It was discussed the amalgamation of Moulton Seas End Ward with Moulton. Whilst MSE ward Councillors are not happy with this plan, it was decided to keep with their valuable input on village business as an in house group.
 
15. Moulton Chapel ward.
 
a. Nothing to report.
 
16. Correspondence.
 
All correspondence had either been circulated or within the agenda.
 
17. Councillors reports & items for inclusion at the next meeting.
 
18. Date of the next meeting.
 
Date of the next Parish Council meeting will be on Tuesday 5th February 2019 at 7pm at Moulton Community Centre.
 
19. To resolve whether to move into closed session and exclude public, press and police.
