July 2019 Minutes

Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 2nd July 2019 at Moulton Chapel village school at 7pm.

Present: Cllrs Cooper (Chairman), Benton, Henderson, Kirk, Poll, Sanderson, Tibbs, Wakefield (vice-chairman) A.Woolf and Wright.

District Cllr Casson. County Councillor Nigel Pepper.

1. Chairmans welcome.

Chairman Cllr Cooper welcomed everyone.

Public forum.

2. Apologies:

a. Apologies had been received from Cllrs Walters, W.Woolf and Hahn, reasons given and accepted by all.

3. Declarations of interest.

a. None given.

4. Notes of the meeting held on 4th June 2019 had been circulated. It was resolved to accept these notes as a true copy of the minutes. Proposed by Cllr Wright and seconded by Cllr Henderson. Resolved.

5. Matters arising from the minutes.

a. Moulton Village sign...ongoing. Cllr Kirk had contacted a local carpenter who will make the new sign exactly the same as the current one.

b. The Villages Clean-Up date has now been changed to 28th September.

6. Cemetery, churchyard and allotments.

a. Clerk read out that all was going ok with the all the above.

b. Councillors were invited to inspect the Cemetery.

c. Councillors were invited to inspect the allotments. Some Councillors had passed comments that the allotments were looking the best they had ever seen them. Clerk will convey this to the allotment holders.

7. Police matters.

a. The Police report data on their website was still that of April and had been relayed at the previous meeting.

8. Highways matters.

a. Road closure notice had been received for Seas End Road at Moulton Seas End.

9. Finance report:

a. The finance report was circulated and resolved to accept the figures given for June.

Income of £1054.01 Expenditure of £3093.80 Proposed by Cllr Henderson and seconded by Cllr Benton. Resolved to accept this.

10. Planning report:

a. Planning Applications had been circulated to each ward Cllr and comments etc had been on reported on the SHDC website.

11. Moulton Village Ward:

a. To receive an update from Moulton CIO.

The committee is busy raising funds for the new windows.

Scarecrow Event is 13th & 14th July.

Garage/yard sale went very well, with 14 locations, another one will be planned maybe for the spring.

12. Moulton Seas End village.

a. Update from MSEVH.

  • The clothes bank outside the village hall was overflowing and people had stacked bags on the floor. After numerous telephone calls to the company in question, these have now been collected.

b. To receive an update on MSE Recreational Trust.

  • The MSE Football Club had a fundraiser on the playing field with £876 raised.
  • Date had changed for the AGM and is now on Thursday is 4th July 2019, 7pm.
  • Vandalism had taken place on the playing field with some of the windows on the cabin being smashed. The Police were involved and names of the perpetrators had been given to them.

c. MSE Play area.

  • The ROSPA report for play equipment is due in August.

13. Moulton Chapel Ward.

  • Update from MCYCC. The leak on the boiler had now been repaired.
  • The old notice board which had been on display in the Jolly Farmer car park, had now been removed for safety reasons. The MCYCC committee had made contact with the Parish Council asking if a grant of 3260 could be made to enable them to purchase a new notice board. After discussion, the ward Councillors decided not to make this grant, as there were in fact plenty of places available around the village that notices could be displayed, included the Parish Council notice board situated near the bus shelter.
  • The Tulip Time Committee had asked if the Parish Council would be able to contribute to the running cost of the Annual Tulip Time Village Parade for next year, this would be a special anniversary and they would like to make it even bigger. The Ward Councillors would discuss this at a later date.

14. Correspondence. All correspondence had either been circulated or included in the agenda.

15. Councillors minor reports and items for the next agenda.

  • Dog fouling in Moulton Churchyard is becoming a daily problem. Standing orders were suspended to allow open discussion. It was noted that dog fouling os pavements everywhere was becoming a major problem. The Dog warden will be asked to attend the area at different times of the day in the hopes of catching the dog owners. SO’s resumed.
  • The Ward Councillors have stated that if the dog poo isn’t picked up within Moulton Churchyard, then they will have no alternative but to impose a ban on dogs entering the Churchyard.
  • Cllr Sanderson had dealt with an issue over a ‘bird scarer’ being to close to a public footpath in Moulton Chapel. A dog owner who was walking by with their dog when the scarer went off, this caused to dog to run off the lead. Cllr Sanderson had spoken to the land owner and the scarer had been replaced further away.

16. Date of the next meeting.

Date of the next Parish Council meeting will be on Tuesday 3rd September at Moulton Community Centre. There is NO August meeting.

17. To resolve whether to move into closed session and exclude public, press and police.
