June 2019 Minutes

Minutes of the meeting of The Moulton’s Parish Council held on Tuesday 4th June 2019 at Moulton Seas End village hall at 7pm.
 
Present: Cllrs Cooper (Chairman), Hahn, Henderson, Kirk, Sanderson, Tibbs, Wakefield (vice-chairman) W.Woolf and Wright.
 
District Cllr Casson. Three members of the public.
 
1. Chairmans welcome.
 
Chairman Cllr Cooper welcomed everyone.
 
Public forum. Matters brought up included the state of the grass cutting on Moulton village green by SHDC, District Cllr Casson will raise this issue at the depot. A report of blocked sewer drains within Moulton village. The Best Kept Village competition, no village had been entered due to Cllr illness. (One Moulton Councillor is assigned only is assigned to this).
 
2. To consider the two co-option applications for Moulton Chapel ward.
 
a. Applications had been received from previous Moulton Chapel ward Councillors to be co-opted on to the Parish Council vacant seats at Moulton Chapel. After discussions,
 
it was proposed by Cllr Wakefield and seconded by Cllr Sanderson both Ian Benton and Eddy Poll we co-opted back on to the Parish Council. Resolved.
 
3. Apologies:
 
a. Apologies had been received from Cllrs Walters and A.Woolf. reasons given and accepted by all.
 
4. Declarations of interest.
 
a. None given.
 
5. Notes of the meeting held on 7th May 2019 had been circulated. It was resolved to accept these notes as a true copy of the minutes. Proposed by Cllr Wakefield and seconded by Cllr Wright.
 
6. Matters arising from the minutes.
 
a. Moulton Village sign...ongoing. Cllr Kirk to research like for like in metal.
 
b. Metal storage cabinet. MSE village hall committee has agreed to allow the Clerk to store a metal cabinet to hold archive paperwork. It was AGREED to spend up to £150 to purchase the cabinet.
 
c. MSE play area. The ‘pipe’ was due to be installed very soon depending on weather.
 
7. Cemetery, churchyard and allotments.
 
a. Clerk read out that all was going ok with the above.
 
b. Reminder that the Cemetery inspection is due after this meeting.
 
c. Reminder that the allotment inspection is dues after this meeting.
 
8. Police matters.
 
a. The Police report data was taken off their website:
  • 2 x violence inMoulton, near East Cob gate.
  • 2 x ASB and 1 x theft in Grocock Close, MSE.
  • 1 x ASB Oakwood Park.
  • 1 x ASB, Hall Lane.
  • 1 x vehicle crime near Seas End Road.
  • 1 x Public order and 1 x violence near Beggars Bush Lane.
  • 1 x Violence and 1 x other crime near MC recreation area.
  • 1 x violence Woodgate Lane.
9. Highways matters.
 
a. County Councillor Nigel Pepper had confirmed that at his meeting with LCC Highways, they agreed to have the speed on the A151 at Moulton reduced to 40mph.
 
10. Finance report:
 
a. The finance report was circulated and resolved to accept the figures given for May.
 
Income of £23.76 Expenditure of £4474.04 Proposed by Cllr Wakefield and seconded by Cllr Henderson.
 
b. The grant request had been discussed under item 12b.
 
c. SHDC had requested that all Parish Councillors submit their election expenses asap.
 
Standing orders suspended: District Cllr Casson explained that Cllrs can use the webportal on the SHDC website to download the expenses claim form. SO’s resumed.
 
11. Planning report:
 
a. Planning Applications had been circulated to each ward Cllr and comments etc had been on reported on the SHDCwebsite.
 
b. The planning application by Larkfleet for a reduced amount of 85 dwellings in Moulton Chapel. The application gave 3 senario’s
  • With 25% of affordable homes, Larkfleet stand to lose £1M
  • With no affordable home and still pay a 106 agreement, then they lose £.5M
  • With no affordable homes and no 106 agreement, they stand to lose £.25M
The only benefit from thes amount of dwellings which would be beneficial to Moulton Chapel would be the affordable homes and the 106 agreement.
 
Proposed by Cllr Benton and seconded by Cllr Woolf and agreed by all, that the Parish Council reply to SHDC accordingly.
 
12. Moulton Village Ward:
 
a. To receive an update from Moulton CIO.
 
Planning permission for the new windows for the community centre have been agreed and 15 windows to be replaced and 13 to be repaired, then redecorated.
 
b. A grant request had been received from Moulton CIO to purchase a piece of electrical equipment for the CCTV unit. SO’s were suspended for open discussion. The CCTV unit had been enlarged at some time but the power unit wasn’t big enough. Harrox Committee did make a contribution at the time of original purchase. To purchase this unit would cost £225.16p. SO’s resumed. The ward Councillors were in agreement to make this grant from their ward budget. Resolved.
 
13. Moulton Seas End village.
 
a. Update from MSEVH.
  • The walls have now be rid of the damp and re-plastered. Just decorating to be done.
  • The floor now needs replacing in the main room.
b. To receive an update on MSE Recreational Trust.
  • The MSE Football Club had a fundraiser on the playing field with £876 raised.
  • Date for the AGM is 25th June 2019, 7pm at village hall.
c. MSE Play area.
  • The grass cuttings still are not being collect during the cut, Clerk to discuss this with the contractor.
d. To consider grass cutting of the MSE playing field. After discussion with was proposed by Cllr Kirk and seconded by Cllr Poll that the Parish Council pay for two grass cuts at a cost of £48 per cut.
 
14. Moulton Chapel Ward.
 
a. Update from MCYCC. All going ok.
 
The LRSP speed camera had been deployed in the village on both a Saturday and Sunday, both days being the quietest periods.
 
15. Autumn Village Clean.
 
a. The date was set for 21st September to meet at 10am at each village hall.
 
16. Correspondence. All correspondence had either been circulated or included in the agenda.
 
17. Councillors reports & items for inclusion at the next meeting.
 
Moulton Chapel notice board.
 
18. Date of the next meeting.
 
Date of the next Parish Council meeting will be on Tuesday 2nd July at Moulton Chapel village school. Date for the following meeting in Tuesday 3rd September at Moulton Community Centre. There is NO August meeting.
 
19. To resolve whether to move into closed session and exclude public, press and police.
