June Extraordinary 2023
Minutes of the Extraordinary Parish Meeting of The Moulton’s Parish Council held
on Tuesday 27 th June 2023 at Moulton Community Centre.
Present: Parish Cllrs Cooper (Chair), Woolf, Henderson, Kirk, Sanderson, Ingham, Sneath and
Wright along with Parish Clerk.
Thirteen members of the public also in attendance.
The Chairman Cllr Cooper welcomed everyone to the meeting.
1)Public Forum
Play Park
Cllr Sneath and Woolf declared they are District Councillors.
Cllr Woolf explained the history of the park process and offers over time and how the Parish
Council has got to the point they are at today. (Original offers of 1 acre with a Car Park
nearer the High Road or 1/3 acre at the village end with a hand gate. It was confirmed by
the Chair that the Parish has accepted an offer of 1/3 acre for a park.
Members of the public did not feel there was a need for a car park which Cllr Woolf agreed
that was also the feelings of the Parish Council.
Members of the public asked why the offer was only 1/3 acre when the original offer was 1
acre with a car park that was not 2/3 of an acre. Cllr Woolf stated that the Parish Council did
not know the answer to this.
Cllr Sneath explained the potential costs going forward.
Cllr Henderson replied to a member of the public regarding ‘missed opportunities’ over the
years, stating that the Parish have attempted to purchase land over the years but have
always been outbid.
Cllr Kirk stated the original offer was that District were going to pay fees, are they still going
to pay the fees?
2) Apologies for Absence

3) Declarations of interest
Cllr Sneath and Woolf declared they are District Councillors.
4) Play Park
A list of questions was compiled to be sent to Marc Whelan such as ‘How long would the
lease be?’ and ‘Are the District still going to pay for a footpath?’
Cllr Sneath asked if the Parish could not afford the play equipment straight away, could it be
fenced and open to the public as a picnic area first?
Cllr Kirk stated it would not be financially viable to pay for a footpath for land that the Parish
does not own.
5) If necessary, to consider passing a resolution under section 100A(4) of the Local
Government Act 1972, to exclude the press and public from the meeting in order to
discuss any items of business that may involve the disclosure of exempt information as
defined in those paragraphs of Part 1 of Schedule 12A of that Act as amended by the Local
Government Access to Information(Variation) Order 2006.
Finances and contractors were discussed regarding the park.
