Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 10th January at Moulton Chapel Community Centre.

 

Present: Parish Cllrs. Cooper, Benton, Wakefield, Henderson, Sneath, Wright, Sanderson,  Ingham, Tibbs, Hahn and the cover Clerk.

20 members of the public and District Cllr. Casson.

 

  1. Chairman’s Welcome

The Vice-Chair, Cllr. Cooper welcomed everyone to the meeting.

 

  1. Public Forum

The Council resolved to suspend the Standing Orders and allow the Public Forum to continue for an extended period.

Cllr. Casson updated the meeting on the planning application for the Land North of Roman Bank  (H13-0988-22); noting that the application was due before the Planning Committee in February.

Residents and Councillors raised the following concerns during discussion with the Allison homes representative:

  • Clarity of the plans available on SHDC website
  • Height of properties  - varying between 1m and 50cm
  • Properties out of Character for the area.
  • Flooding risk to surrounding properties
  • Entrance referred to as ‘Ski slope’ and its risk to residents especially Children who pass to access school bus

The Allison Homes representative advised the works had been carried out on site to the drainage specifications approved by SHDC and the levels had been confirmed by their tech teams.

Members agreed to reinstate Standing Orders and further discussions would take place later in the meeting.

  1. Cemetery

The Marriott Bros are expecting to make a start on the preparation of the next area to be used for interment.

The cheapest quote for gravel is £45 per ton inclusive of VAT but will need a cheque for payment on delivery. All agreed for the gravel to be ordered at £45 per ton inclusive of VAT.

They have also asked if the Burial Board could arrange to look at the state of the roadways as they are concerned about the state of them

Clerk has received a letter from the Democratic Services asking to know the Parish Burial Capacity. It is believed the PC has enough space for at least another 50 years.

Crows have once again been seen active looking for chafer grubs

  1. Allotments

The new tenancy of allotment GA/001 will begin 10th January 2023. This has been accepted by the member of the public at the top of the waiting list.

 

  1. Police

SID update has been forwarded and an email received stating all info had been forwarded to

necessary departments.

The next Policing priorities run from January – March 2023 and look forward to hearing from the public about any issues.

The quad bike that was reported for riding in the cemetery has been seized and the person was reported for any offences committed.

Cllr. Ingham raised concerns with parking along Westmoreland Road, all agreed for the Clerk to raise these concerns in writing to the PCSO.

 

  1. Highways

TTRO/TTR002910 – Temporary traffic restriction – Shivean Gate Moulton - 08/12/2022 –

14/12/2022 – burst water main – emergency repair.

 

UPDATES

The Archers survey has now been completed on Fengate MC and results have been shared with all relevant units and even though some vehicles were speeding, no reduction measures were identified.

Woodgate Moulton Chapel nr. Plough Pub – requires detailed investigation – specialist drainage engineer now looking into the whole of the area- will let us know the conclusion in due course. – after recent rain work is now in progress.

Sign for Spalding / Holbeach at the top of Spalding Gate – has now changed to action scheduled

Top of West Cobgate - Access to properties flooded – no immediate action being taken as no

standing water was found at time of visit, but are on the list for a gully cleanse.

It was proposed by Cllr. Tibbs, seconded by Cllr. Wakefield and agreed by everyone.

Precept meeting was held 19th December 2022. The proposed precept for 2023-2024 is £45,186.75, it proposed by Cllr. Henderson, seconded by Cllr. Wakefield and agreed by everyone.

The quote for Highway Verge Grass Cutting for 2023 has been received and is £2086.65, it was proposed by Cllr. Sneath, seconded by Cllr. Henderson and agreed by everyone.

 

  1. Planning Consultations

H13-0988-22 – Land North of Roman Road MC – condition compliance – amendment

received – update to drainage details - comments have been made by the PC and the PC

have received numerous emails, comments and pictures to back up their complaints and

show why they believe that SHDC should revoke all planning granted so far.

The Council agreed to suspend Standing Orders to allow members of the public to continue their discussions. Cllr. Casson advised that as part of the process the application would be potentially be subject to the following reviews – Lincolnshire Wildlife, LCC Highways and a Bat Survey.  Further discussions moved to later in the meeting and Standing Orders were reinstated.

H13-1208-22 – adj. 48 Seas End Road MSE – erection of dwelling – outline approval –

reserved matters.

  1. Moulton Village Ward

Play Park – plans have gone to the Planning dept waiting for an update. Cllr Casson noted that further details would follow after Fridays meeting.

Cllr. Kirk was getting a quote for electricity for the Village Green.

Carols on the green were held 15th December.

The PC have been made aware that various site surveys are to be carried out over the next few weeks at the Guardsman’s site.

 

  1. Moulton Seas End Ward

All is okay.

Cllr. Sneath noted he would be attending the Youth Club meeting to enquire what they might need. He advised concerns with the outside lights at the Village Hall had been brought to his attention and advised that further investigation needed as it had been suggested that these were the responsibility of the Parish Council.

 

  1. Moulton Chapel Ward

Update on the float being entered into the Spalding Flower Parade, and Moulton Chapel Flower Festival.

Allison Homes have been permitted to work on the drainage infrastructure over two days (15th  /16th December) to help prevent flooding.

Homeowners in Roman Road development area are continuing to object and have requested that all planning granted so far should be revoked.

The Council agreed to suspend Standing Orders to allow members of the public to continue their discussions on Planning application H13-0988-22. Cllr. Wakefield proposed that the Council write to Senior Planning Officers and request a site meeting to discuss in detail, all agreed.

Councillors and Residents raised the following concerns during the discussion:

  • Complexity of the plans especially if viewing on a laptop
  • Swales higher than neighbouring garden
  • Where would responsibility lie should the surrounding properties flood – including Maintenance of the French Drains/Pumping Station
  • Invasion of privacy to neighbouring properties
  • Safety of residents, especially children regarding the ‘ski slope’ entrance
  • Lack of consideration of the objections raised in reference to the 2018 application

The Allison Homes representative advised they only received an overview of the objections and would be interested in seeing them in full. The representative advised that Allison Homes were very keen to review all concerns and he invited all residents to exchange contact details so concerns and objections could be discussed.

The Standing Orders were reinstated.

Cllr. Tibbs advised a copy has been emailed to all councillors and the police as too many pages to print out and the SID had been moved to Station Road.

Copy deadline for Village Voice is Jan 7th 2023.

Cllr Wakefield asked for Parish Council contribution for Coronation celebrations to be added to the agenda.
