Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on
Tuesday 5 th September 2023 at Moulton Seas End Village Hall. 
 
Present: Parish Cllrs Cooper (Chair), Wakefield (Vice), Sanderson, Hahn, Ingham, Sneath,
Tibbs, Kirk, Woolf, and Wright along with Parish Clerk. 
 
Nine members of the public also in attendance including Dist. Cllr Casson, Gibson, and
County Cllr Pepper
 
1) Chairman’s welcome 
The Chairman Cllr Cooper welcomed everyone to the meeting
2) Public Forum 
Various members of the public were concerned about the planning application that has
been submitted behind the war memorial in Seas End. The trees proposed, (red maple) are
known for growing extremely high.
The councillors and the public had concerns over the damage (vibrations) that could occur
to the memorial. The concern of the land surrounding the memorial being sacred was also
voiced. It was agreed that the Clerk would send in comments on behalf of the Parish Council
and Cllr Woolf suggested the public should send in their comments if they feel it is needed.
A member of The Allison Homes group, Mr Reilly explained the ‘Ski Slope’ development
application in detail and answered councillor’s questions on heights and how they hope the
development will move forwards.

Cemetery
Chafer grub traps look like they have caught the odd bug.
Funding for the cemetery roadway has been applied for via the prosperity fund. The Clerk
has had a reply to say it has been forwarded onto another fund as it would not be available
from the prosperity fund.
 
Ongoing enquiries from people asking for memorial benches for their loved ones. It is very
crowded with benches. It was all agreed no more benches going forward and that a place
for a memorial tree would be considered in these cases from now on.

The probation service will start to attend every Thursday to carry out the maintenance
tidying/weeding.
Quotes for next year’s churchyard maintenance with contractors will be sought by the Clerk.

Invoices will go out soon.
8)Police
Lincs Road Safety Partnership have analysed Broad Lane, Moulton in May this year and the
average speed was 24mph in the 30mph zone. No cameras can be introduced unless it is a
regular injury site from traffic.
9)Highways
Cllr Pepper informed councillors that an extension of the 30mph Fengate, Moulton Chapel
looks likely to go ahead in the near future.
Cllr Woolf asked Cllr Gibson about a manhole cover causing a disturbance by a Moulton Seas
End resident.

12) Moulton Ward 
Clerk explained the costs expected for the new reports needed. Final costings would be with
the Clerk by next week. It was agreed an extra meeting would be organised if need be.
 
13) M S E Ward 
ROSPA report was discussed and agreed councillors would try to fix requests themselves to
satisfy the report.
If anyone would like to place a memorial bench anywhere, it was suggested the Park in Seas
End would be a good idea.
Cllr Sneath suggested the money is spent asap on a new swing in Seas End.
The Chair suggested some gravel/slabs on the war memorial area for Armistice Day. Cllr Kirk
stated he would ask the developer if they would offer to improve the area.
Cllr Gibson informed everyone of a fund that could also help with the project.
14) Moulton Chapel Ward 
Cllr Wakefield voiced concerns over the drainage. Questions were posed to Mr Reilly,
member of the Allison Homes group. It was asked if pilling was still needed for the
 
development. It was estimated the new project would take approx. 18 months. Councillors
thanked Mr Reilly for attending and answering questions.
Cllr Woolf asked about the development with the new sign. The Clerk will continue to search
for the company to produce the signs.
 
15) SID Report 
Average speed Bell Lane 26.88mph. The device will now be moved to Station Road,
Moulton.

those paragraphs of Part 1 of Schedule 12A of that Act as amended by the Local
Government Access to Information(Variation) Order 2006.
