Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 7 th
November 2023 at Moulton Chapel Community Centre. 
 
Present: Parish Cllrs Cooper (Chair), Wakefield (Vice), Henderson, Hahn, Ingham, Sneath, Tibbs, Kirk,
Woolf, and Wright along with Parish Clerk.

The Chairman welcomed everyone to the meeting.

Cemetery
Marriott Brothers report no birds on the grass and the chafer grub traps have now been taken down for
the winter.
Funding for the cemetery roadway has been turned down twice now due to ‘healthy reserves’. The
condition was discussed and it was agreed to gain more quotes for ‘patching’ rather than a whole
resurface. Cllr Kirk proposed, seconded by Cllr Wakefield.

The Clerk has arranged for Diane Fairchild to look at the trees with the low branches on Thursday 23 rd
November. (will also look at the tree in Moulton Park)
The mound of green waste has now been removed. It was asked that the pavement is closed in future if
there is a lot of waste to remove.

Cllr Hahn stated that the East side of Beggars Bush Lane, there are few bollards on the road side left. Cllr
Wright commented there is also no longer a white fence on the bend on Loosegate, Moulton Seas End. It
was agreed these would be reported via the ‘fix my street’ website.
The Public Notice has been posted online about the new speed restriction in Fengate, as requested by
Highways.

12) Moulton Ward
 
The planning application has been submitted for Moulton Park.
It was raised that the Medical Centre planning application is due to be looked at the following Wednesday.
A resident has asked for a TRO request for the bend on the A151 at the top of Fold Lane. This has been
forwarded onto Cllr Gibson and agreed fully supported by the Parish Council.
 
13) M S E Ward 
A concerned resident has come forward over the decision to remove the privet hedge at the war
memorial. Councillors and the Clerk had spoken to Diane Fairchild who confirmed it is not protected.
Concerns raised from residents about the growth over the path and having to step in the road with dog to
be able to pass. It was agreed to carry on with removing. A contractor would be instructed asap before the
Sunday service to give it a heavy trim at the very least if it could not be removed in time for the service.
Proposed Cllr Cooper and seconded Cllr Wright and all agreed.
Cllr Wright informed everyone that there has been a donation of eight fruit trees for the playing field.
The new swing installation is booked in for November. It was agreed that councillors would remove the
existing frame themselves before the erection and try and erect a new mound prior. The swing company
will then seed the mound.
 
14) Moulton Chapel Ward 
The quote has been received for the new village signs. All agreed to instruct the company to produce and
erect the signs asap.
15) SID Report 
 
Station Road, Moulton highs of 60mph. The device will now be moved again.
16) Correspondence 
Concerned resident on Austendyke Road after an accident 6/11/23. It was agreed to also forward to Cllr
Gibson and again, fully support a TRO request.
Cllr Seath explained that it appears the offshore wind project would no longer be taking the route
originally thought.

Tuesday December 5th 2023 7pm at Moulton Seas End Village Hall.
 
19) If necessary, to consider passing a resolution under section 100A(4) of the Local Government Act
1972, to exclude the press and public from the meeting in order to discuss any items of business that may
involve the disclosure of exempt information as defined in those paragraphs of Part 1 of Schedule 12A of
that Act as amended by the Local Government Access to Information(Variation) Order 2006.
Finances and contractors were discussed for the coming year.
