Minutes of the Monthly Parish Meeting of The Moulton’s Parish
Council held on Tuesday 6 th June 2023 at Moulton Community Centre. 
 
Present: Parish Cllrs Cooper (Chair), Wakefield (Vice), Sanderson, Hahn, Ingham, Sneath,
Tibbs and Wright along with Parish Clerk. 
 
One member of the public also in attendance.
 
1) Chairman’s welcome 
The Chairman Cllr Cooper welcomed everyone to the meeting
2) Public Forum 
The one member of the public said they had attended to observe. The ‘Ski Slope’
development was then mentioned by Cllr Wakefield, the member of the public declared she
had received a letter of notification in regards to the appeal and was going to send in their
comments.
 
3) Apologies for Absence 
Cllr Woolf, Cllr Kirk, Cllr Henderson, Dist. Cllr Casson
 
 4) Declarations of interest 
Cllr Sneath declared he is a district councillor.
 
5) To consider the notes of the meeting held on 16/05/2023. 
All agreed and signed by the Chair.
 
6) Matters Arising 
Cllr Ingham handed over a sheet of guidance of where to look for the policy of what to
include in minutes from a closed session in the future.
 
7) Reports 
The cemetery tarmac may need replacing. All agreed a site meeting post meeting.
Two quotes received for a new church bench. Proposed to buy the cheaper bench by Cllr
Hahn and seconded by Cllr Wakefield. Cllr Ingham suggested the family of the memorial
bench are asked if they would like to replace the bench and have the plaque reattached.
Unanimously agreed to hold off buying a new bench until the family have decided whether
they would like to replace.
No Interments
Allotments all ok.
 
8) POLICE 
Speed van has been seen in Seas End. Cllr Wright discussed the police being called to a small
break in at the Playing Field in Seas End.
 
Letter sent to Marc Jones in respect to the SID information. No reply yet.
 
9) HIGHWAYS 
TF/311-Proposed 30mph speed limit, East Cob Gate, Moulton. Any objections by 23 rd June
2023.

11) Planning Consultations 
 H13-0449-23 – 6 High Street, Moulton -Full – Erection of domestic outbuilding/cabin.
H13-0225-23- 6 High Street, Moulton-Listed Building- Removal and replacement of third
floor window
H13-0443-23 – 56 Hatt Close, Moulton -Full -Single storey rear extension and alterations.
Decided Applications
H13-0341-23 – 58 Seas End Road, Moulton Seas End- Modification of previous approved
plans and submission of details pursuant to conditions 9 and 11 of H13-0401-20 – section 73
modification - approved
H13-0389-23 – 5 East Cob Gate, Moulton – proposed rear extension and single garage – full-

Appeals
 
H13-0734-22 – West View, Hall Gate, Moulton- Use of site to keep more than six dogs,
including the sale of puppies and retired dogs and erection of kennels and grooming area-
retrospective
(Cllr Hahn stated the Parish Council should submit comments/observations regarding the
hygiene control/waste disposal and the number of dogs allowed on the application.)

ENF-143-22-E13- Land North of Roman Road, Moulton Chapel- Allison Homes Ltd- Breach of
conditions
(Cllr Wakefield stated that it appears the development is higher than originally thought and
the risk of flooding to other houses. The height of the access road seems a serious hazard
with traffic in the wet and ice sliding onto the pavement into pedestrians. The height of the
new properties looking down onto other pre-existing properties. Cllr Sneath stated the
original planning stated a min height of 300mm above level, the new height is well above
the minimum. Works have stopped currently on the site. All agreed comments to be
forwarded onto the planning Inspectorate.
 
12) Moulton Ward 
Cllr Wright stated the Parish should move forward and happy to re draw plans to submit it
needs be. Cllr Sneath proposed the Parish accept the offer of 1/3 acre with a hand gate and
no parking from District council. Seconded by Cllr Hahn and then unanimously agreed.
Cllr Wright asked if the management of the grassland could be investigated as it has a lot of
nettles in it.
Cllr Sneath noted about the delay in recycling bags being collected. A resident had received
a letter to ask for their hedge to be cut back from the pavement, which has been done.
Church lane roadworks is thought to be fibre broadband going in.
 
13) M S E Ward 
A request was made for a new Dog Poo Bag dispenser to go with the new bin in Carrington
Road and more bags requested.
Cllr Cooper reported two signs that have gone missing from the play area.
Cllr Sneath stated in terms of the amenity grass cutting, weather conditions caught out the
contractor in the village but has now been cut.
Three quotes received for a new swing and all agreed there is not enough money in the
precept to cover the cost currently for replacement. Possible section 106 application.
Cllr Wright asked if everyone would like him to organise putting the hill back in. Cllr Sneath
agreed to ask Cllr Kirk if he was still willing to complete the task first.
Broken roundabout we are awaiting a quote for.
14) Moulton Chapel Ward 
Cllr Wakefield asked if the ‘Ski Slope’ development could be included in the Village Voice
magazine.
 
Cllr Sanderson stated the dog poo bag dispenser is often empty on Engine Bank. Cllr Sneath
stated the ‘Fix my Street’ app should be used for reporting over flowing bins.
 
15) SID Report 
No SID data was available as Cllr Tibbs has been away.
 
16) Correspondence 
An offer of some free hedging/plants from a planting organisation. Cllr Wright asked for the
MSE playing field to be considered.
LALC courses for councillors Cllr Cooper proposed the membership is paid for. Seconded by
Cllr Wright.
 
17) Matters for Discussion to become Agenda items at next meeting 
Playing field MSE possible electric supply and alterations.
MSE swing.
Funding for electric at the Moulton Village Green/swing etc.
 
18) Date and time of next meeting 
Tuesday July 4 th 2023 7pm at Moulton Chapel Youth and Community Centre.
 
19) A Cemetery inspection then took place.
