September Extraordinary 2023

Minutes of the Extraordinary Parish Meeting of The Moulton’s Parish Council held
on Thursday 14 th September 2023 at Moulton Community Centre. 
 
Present: Parish Cllrs Cooper (Chair), Woolf, Henderson, Kirk, Ingham, Sneath and Wright
along with Parish Clerk. 
Four members of the public also in attendance.
 The Chairman Cllr Cooper welcomed everyone to the meeting.
 
1) Apologies for Absence 
Cllr Tibbs, Wakefield, Sanderson, Hahn
 
2) Declarations of interest 
Cllr Sneath and Woolf declared they are District Councillors.
 
3) Play Park
The Clerk read out some costings, (from a company), for a play park application on Moulton
Park and costings for a potential other site and the challenges that is faced with each site.
The public were asked for their opinion on which option they would choose. A play park in
Moulton Park with considerable challenges and costs, or a site (larger) at the other end of
the village with less restrictions/challenges, therefore less costs.
The Chair suspended standing orders for the public to respond. A member of the public
stated the villagers did not say they wanted a play area on Moulton Park specifically, but
that they wanted a play area in the village. (Back under standing orders) Cllr Woolf was
asked which end of the village there were more children? Cllr Woolf thought there would be
less children on Bell Lane towards the High Road as there are a lot of retirement properties.
More properties towards the other end of the village.
A member of the public wished to speak, the Chair suspended standing orders, the member
asked how large the other area of land would be? Cllr Kirk stated it would be 1.89 acres.

Cllr Henderson proposed to sign heads of terms for the land called (plan B) and to put
planning in on plan B. Seconded by Cllr Sneath. All in favour minus Cllr Wright who
abstained.
The Chair then explained a charity needs to be set up for (plan B) for funding etc.
Members of the public showed an interest in joining a committee.
Cllr Woolf spoke of how he thought the play area would run in terms of maintenance costs
etc and who would pay.
It was agreed the voting of trustees would be done at a later meeting.
It was all agreed for the Clerk to pay the structural engineer to assess the plan B site.
 
4) If necessary, to consider passing a resolution under section 100A(4) of the Local
Government Act 1972, to exclude the press and public from the meeting in order to
discuss any items of business that may involve the disclosure of exempt information as
defined in those paragraphs of Part 1 of Schedule 12A of that Act as amended by the Local
Government Access to Information(Variation) Order 2006.
Finances and contractors were discussed regarding the play area.
