Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 2nd December 2025 at Moulton Community Centre
Present: Cllr Wakefield (Chair), Woolf, Hahn, Sneath, Ingham, Henderson Wright, Tibbs, Cooper, Tomkins, CCllr Gibson and Condell, and Parish Clerk.
1) Chairman’s welcome
The Chairman welcomed everyone to the December meeting.
2) Public Forum
Cllr Ingham informed councillors residents were not happy about the debris left on the road outside the school, Broad Lane due to building. Councillors agreed very little that can be done unless it is extreme enough to call the police.

5) To receive application(s) for councillor vacancies
Keith Tomkins spoke to councillors about why he thought he would be a good candidate to fill the Moulton Chapel vacancy.
Proposed by Cllr Woolf, seconded by Cllr Tibbs and all agreed to co-opt.
6) To consider the notes of the meeting held on 04/11/25
Proposed Cllr Sneath, seconded Cllr Woolf, all agreed.

Emergency fencing repair quote £300 max. Proposed by Cllr Sneath, seconded Cllr Ingham, all agreed.
Another tree discussed in need of pollarding before it splits and falls into a boundary fence. Contractor quoted another £600 to carry out the works while they are already there. Proposed Cllr Sneath, seconded Cllr Ingham, all agreed.

Agreed Clerk to try and obtain a tonne bag of grit/salt and place in MSE Village Hall car park.
Cllr Wright concerned about the poor repairs to Roman Bank MSE. CCllr Gibson agreed to investigate the issue.
Cllr Tomkins informed councillors there were signs still on MSE green that had been left from previous road works. Cllr Sneath to get them collected.
CCllr Gibson explained the new Broad Lane/school proposals that would get distributed soon.

13) Moulton Ward
Village green/bus stop installation and removal explained by CCllr Gibson. LCC had apologised to Clerk for the mistake.
Flooding on the green also discussed. LCC and Clerk continue to request a site meeting with Anglian Water to hopefully agree a long-term fix.
Cllr Tibbs asked CCllr Gibson if there was a possibility of a new bus shelter on the A151 on the opposite side of the road to the current one. CCllr Gibson to investigate whether there are funds available.
Clerk informed councillors of a £10,000 grant from UKSPF towards the play area.
Cllr Woolf said a resident had asked if a post and rail safety rail could be installed at the play area gate. Proposed by Cllr Sneath, seconded Cllr Henderson to use the same contractor as the park committee have for their safety rails and install asap up to the value of £300 max.
Cllr Hahn stated the drains on Broad Lane are dropping. CCllr Gibson would look at the issue.
14) M S E Ward
Cllr Wright gave a village hall update on events.
Playing field grass cutting discussed.
15) Moulton Chapel
Clerk now awaiting quote from another solicitor due to Roythornes not responding in regards to Community Centre agreement.
16) SID Report
Highs of 75mph recorded Roman Bank, MSE. The sid moving to Bell Lane for the next period.

21) If necessary, to consider passing a resolution under section 100A(4) of the Local Government Act 1972, to exclude the press and public from the meeting in order to discuss any items of business that may involve the disclosure of exempt information as defined in those paragraphs of Part 1 of Schedule 12A of that Act as amended by the Local Government Access to Information (Variation) Order 2006.
