Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 5th March 2024 at Moulton Seas End Village Hall. 

 

Present: Parish Cllrs Cooper (Chair), Wakefield (Vice), Henderson, Hahn, Sneath, Kirk, Wright, Dist. Cllr Casson and CC Gibson, along with Parish Clerk and a large number of the public.

 

 

1) Chairman’s welcome 

 

 

2) Public Forum 

A resident thanked the Parish Councillor and contractor for their work on the revamp of the War Memorial.

Cllr Rob Gibson explained what he has done so far to fight the proposed Pylon scheme and offered postcards to everyone to express their concerns to the National Grid. A member of the public asked if they could place a ‘No Pylon’ banner on the fencing around the play area in MSE. No objections.

A lengthy discussion took place into the details of the scheme and the substations and the effect it would have.

A resident raised concerns over the speeding traffic through MSE. Cllr Sneath explained about the SID machines and how we can do very little with the data. The Speed Watch group and their process was explained and it was asked if any members of the public would like to volunteer.

 4) Declarations of interest 

Cllr Sneath declared he is a district councillor (Moulton Park). Cllr Kirk (Moulton Park).

Cllr Kirk proposed and Cllr Sneath seconded. All agreed and signed off.

 

6) Matters Arising 

Pylons Walpole to Grimsby.

Cllr Wright proposed the Parish Council write a strong letter of objection. Seconded Cllr Wakefield and all agreed. Another lengthy discussion on the Pylon scheme took place. Residents were urged to distribute the postcards and send in their objections asap. The Chairman then suspended standing orders so the public could ask questions if they wished. Standing orders back in place.

 

7) Reports 

 

Cemetery

A new battery is needed for the lawnmower. Proposed Cllr Wright and seconded by Cllr Hahn, agreed.

Clerk explained that residents had asked for us to consider to install a ‘letterbox to heaven.’ Cllr Sneath proposed and Cllr Kirk seconded up to a cost of £200.

A resident in Reynold’s Gardens believes they have witnessed theft of flowers from graves 8.45am Sunday 3rd March.

Tenant has left plot 5 in good order at the end of their tenancy. New tenant is meeting the Clerk and signing the agreement this week.

Cllr Sneath stated there is only one permanent police officer covering a large area.

Clerk received correspondence from The Pensions Regulator in regards to a £400 penalty that had not been paid from pre – covid. Clerk has managed to get the decision overturned; no payment now needed.

12) Moulton Ward

Condition Compliance for Moulton Park has been submitted and paid.

 

13) M S E Ward

War memorial progress report. Clerk has received lots of feedback from residents all pleased with how the memorial revamp is taking shape.

Agreed the play area in MSE would stay closed until the chairman decides to reopen due to very wet conditions.

Cllr Sneath asked for the way decisions are made outside of meetings to be discussed. Chairman proposed to set up a WhatsApp group for minor concerns and decisions going forward, seconded by Cllr Kirk.

Village Hall insurance costs discussed.

More fly tipping in Carrington Road has been reported.

 

 

14) Moulton Chapel

Clerk informed LCC has stated the Tulip time signs will be installed in the near future.

Parade float plans were discussed and a budget of £300 max was proposed by Cllr Wright and seconded by Cllr Wakefield, agreed. Chair proposed we have a small parade committee group, seconded Cllr Wakefield.

 

15) SID Report 

Max speed of 75mph where it has been sited Roman bank MSE. Will now be moved to Moulton chapel school area.

 

16) Correspondence 

District Council emailed asking if the Parish would like them to attend one of the parks for a free event in the summer. Agreed MC playing field (first choice) and MSE playing field second choice, proposed Cllr Kirk, seconded Cllr Sneath.
