Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 4th February 2025 at Moulton Community Centre
 
Present: Cllr Sneath, Wright, Wakefield, Hahn, Sanderson, Tibbs, Ingham, Henderson, Kirk, Cooper, 7 members of the public, CCllr Gibson and Parish Clerk.
 
 
1) Chairman’s welcome 
Chairman welcomed everyone to the February meeting.
 
 
2) Public Forum 
A member of the Green Group explained what they have been busy doing in the areas of the churchyard. This includes new rope fencing installed and hedgehog boxes. 
A member of the PCC explained that there is a new interactive welcome board in the church.
A member from the Moulton Park committee gave an update on the purchase and hoped the works on the car park would start very soon.
The Section 106 process was discussed and explained to the public by Cllr Sneath. It was asked if Moulton Park could be considered for any funding further down the line.

Dead tree removal quotes discussed. Cllr Kirk proposed to accept the £5800 for entire removal and taken away from site. Cllr Ingham seconded and agreed.
Pest control quotes discussed, agreed to the £600 yearly subscription. Proposed Cllr Henderson, seconded Cllr Sneath, agreed.
A damaged tomb discussed in depth including quotes. Majority agreed to the £900 quote to lay it flat making it safe subject to the Clerk gaining relevant permissions. Proposed Cllr Cooper and seconded by Cllr Henderson. Cllr Sneath against (lying flat).

8)Police
South Holland Parish Council engagement session January cancelled so the question was not answered.
 
9)Highways
The Chairman suspended standing orders for CCllr Gibson to speak and give an update. 
A151 outside number 34, Highways due to fix pot holes. 
Possibility of a concealed drive sign on A151 top of Bell Lane, Highways looking at.
River Lane potholes and pull off will be fixed. Moulton Seas End, Carrington Road right of way due to be reinstated. 
Hogs Gate due to have passing places stoned. 
Children’s play areas signs Bell Lane due to go up soon from Highways. 
Moulton school discussed; Highways have been out to assess. Potential enforceable lines and signs in the layby discussed and Highways are looking into it.
Fengate, MC speeding and a reduction is being looked into by Highways.
Cllr Hahn spoke of concerns of the state of the footpath on Broad Lane. Also concerns about hedges overhanging footpaths in Moulton and poor street lighting. Clerk will report on ‘Fixmystreet’.

Section 106 potential claims discussed, a resident had contacted the Clerk and asked for ore green space to be considered.
 
Moulton Celebratory Committee asked for financial help towards this year’s events. The Chairman suspended standing orders for a member of the MCA to inform the council of what they have planned for the year. Proposed by Cllr Hahn and seconded Cllr Kirk to donate what is left in the budget £661 total to be donated. Agreed.
 
Cllr Sneath read out an email from the Community Action group for requesting more bus shelters are installed. Agreed that it would be considered with any potential section 106 funding in the future.
 
 
13) M S E Ward
 
Street name, rear of war memorial will be ‘Vianna Close’ after objections from the Parish Council.
 
Defib was used in MSE. New pads etc. purchased by the Clerk.
 
 
14) Moulton Chapel
 
Advisory speed banner positions in Fengate discussed.
 
 
15) SID Report 
 
Max speed of 60mph recorded Bell Lane, Moulton. Sid will be situated on Roman Bank in MSE.
