Minutes of the Monthly Parish Meeting of The Moulton’s Parish Council held on Tuesday 6th February 2024 at Moulton Chapel Community Centre. 

 

Present: Parish Cllrs Cooper (Chair), Wakefield (Vice), Henderson, Hahn, Ingham, Sneath, Tibbs, Kirk, Sanderson, Wright, along with Parish Clerk, press and a select few members of the public.

Cemetery

Whether to allow inscriptions on headstones for bodies or ashes not actually interred in the cemetery and if so, what wording should be allowed. A long discussion as to what wording should and should not be allowed. The wording ‘together again’ or anything similar was agreed to not be allowed, however ‘also in remembrance of…’ or similar would be allowed. Proposed by Cllr Kirk that it would be allowed in the future along with asking for a donation for the plot even though nobody would be interred with family members. Seconded Cllr Sneath and passed on majority vote.

New tenant will take over one plot as of April. All plots still taken. No other people currently on the wait list.

Speed van   has been seen in MSE again this week.

TTRO/TTR006371 – Road Closure Roaman Road – 26/02/24 – 08/03/24 – LCC tree trimming

Cllr Hahn informed councillors about some over run on Long Lane and markers missing on the dyke edge of Beggars Bush Lane.

Cllr Sanderson asked if LCC could be contacted to sweep the road at Broadwater Bridge in Moulton Chapel.

Cllr Henderson asked if the bus stop near River Lane could be cut.

12) Moulton Ward

 

Cllr Hahn was concerned about the street lighting on Broad Lane covered by trees. Cllr Henderson suggested that the 20mph school limit sign is also covered by trees. Clerk will notify the appropriate services.

Quotes were discussed for the fencing at Moulton Park. Quote agreed and proposed by Cllr Wright and Seconded Cllr Sneath. Clerk to now contact the architect to put forward a condition compliance form with materials etc.

 

Plan B (play area) – Cllr Kirk did not have any news. All agreed to focus on Moulton Park currently and get it fenced.

 

The Celebration Committee asked if they could potentially have a donation towards their events in the village this year. Proposed by Cllr Hahn and seconded by Cllr Kirk to donate £1000.

 

13) M S E Ward

War memorial quote discussed to revamp. Cllr Hahn proposed to agree the quote and start the project (with a 5% variable in cost), seconded Cllr Sneath and passed on majority vote. Agreed that a memorial bench would also be placed in the area.

 

Mound is now in place at the play area. Discussions took place on whether to pay the invoice from the contractor to move and shape the mound, seed etc. Proposed by Cllr Wakefield and Seconded Cllr Hahn and passed with a majority that chose to vote.

 

More fly tipping in Carrington Road has been reported.

 

Moulton Village Hall was discussed (insurance), the renewal cost has gone up considerably. Cllr Sneath asked if the Parish Council would consider taking on the cost of the insurance premium as it is a Parish Council asset. Clerk will contact current Parish Council insurance company to ask for a quote for an add on before the next meeting.

 

Cllr Wright asked if the organisation could follow up on the fruit trees promised for the playing field.

 

Cllr Sneath proposed the remaining money in the MSE Coronation budget is donated to the Village Hall for future events. Seconded by Cllr Wright.

 

14) Moulton Chapel

Bus shelter due to be installed very soon at the top of Thorpe Avenue. Cllr Sneath pointed out it had already been installed.

 

15) SID Report 

Max speed of 80mph where it has been sited coming into Moulton Chapel from Cowbit. Will soon be moved to outside the school on a new post.

 

16) Correspondence 

A member of The Green Group hopes to attend the March meeting with a few questions.
